Background:
The
Association of Microfinance Institutions in Rwanda (AMIR) is the only roof
organization of microfinance institutions in Rwanda.
Among
other activities, AMIR works in close partnership with the Savings Banks
Foundation for International Cooperation (SBFIC), a German NGO operating in
Rwanda since 2009; the Government of Rwanda/ Ministry

of Finance and Economic
Planning (MINECOFIN); and other partners from the public and private sector in
a joint program: The professionalization of the SACCO sector in Rwanda.

This
program focuses on the computerization of Umurenge SACCOs, the consolidation of
Umurenge SACCOs on District level, and the subsequent establishment of a
Cooperative Bank. The joint role of AMIR and SBFIC in this program is, among
others, to develop Strategic and Business Plansfor the new District SACCOs.
After approval of these plans by the General Assemblies the establishment of
the new District SACCOs needs to be prepared. For this programcomponent AMIR is
looking at deploying 3Junior Microfinance Business Development Experts.
The contract duration is 5 months.
Job
responsibilities:
N.b: All activities/
responsibilities listed in this paragraph will be carried out in a joint
AMIR/SBFIC Team. The detailed allocation of responsibilities and tasks is
subject to the individual organization of each team and stipulations made by
the superiors.
  • Desk
    research for the macro-environmental analysis, SWOT analysis, marketing
    plan, and for any other aspects of the strategic and business planning
  • Prepare
    and support the conduction of field missions (stakeholder workshops) on
    District level
  • Support
    the production of Strategy and Business Plans for the District SACCOs
  • Support
    the presentation of Strategy and Business Plans for the District SACCOs to
    the General Assembly, mandated representatives respectively. Rework
    Strategy and Business Plan, if necessary.
  • Support
    the development of by-laws, internal policies, procedures and systems for
    the District SACCOs
  • Support
    the elaborationof details on equity, soundness and viability for the
    District SACCOs, conjointly with the AMIR/SBFIC Financial Experts Team
  • Support
    the identification of capacity development needs of the staff of District
    SACCOs
  • Strict
    abidance by the legal framework, internal rules & regulations, the
    given project structure, the already approved methodologies and formates,
    and any other framework conditions set by the superiors
  • Support
    the development of new/ additional structures, formates or alike, as per
    request of the superiors
Expected
Deliverables
N.b: The deliverables
described below mention the average quantity for one expert. The experts may be
working either alone (hence each expert needs to deliver the outcomes described
below for one District SACCO each), or they may be working in bigger teams for
a number of District SACCOs. In this case, the quantity of deliverables
increases according to the number of experts working in each team.
  1. Strategy
    & Business Plans for tenDistrict SACCOsare produced and approved by
    the General Assembly, mandated representatives respectively.
  2. Organizational
    Manuals, bylaws and other documents as per requirement of the principal
    for ten District SACCOs are produced and approved by the board of the
    respective District SACCO.
Minimum
qualifications:
  • Bachelor’s
    degree in Economics, Finance, Management, or a related subject
  • Advanced
    knowledge of the Rwandan microfinance industry, the role of key
    institutions in the sector and in the field of inclusive finance
  • At
    least 3 years’ professional experience in microfinance institutions as a
    practitioner
  • Additional
    working experience in fields related to the financial industry is an
    advantage
