Plan currently operates in Gatsibo, Rwamagana, Bugesera, Nyaruguru, 
Gicumbi, Karongi, Kirehe, Huye, Gisagara and Nyamagabe.  Plan
International Rwanda has entered into partnership with UNHCR and other partners
to implement Sexual & Gender Based Violence Responses and Child protection
in all Refugees Camps across the country.

Job
summary
The
incumbent will effectively facilitate the Child-Centred Community Development
and building meaningful relationships among the multiple stakeholders in the
community development process.
Responsible
for the implementation of the “Community Lead ECCD Project” including
the monitoring, evaluation, reporting and documentation of the activities about
the projects.  He/she assist the Project Coordinator in all aspects of the
planning, monitoring and evaluation as well the relationships at local
level.

The
post holder will report to the PU Manager with dotted line supervision of the
ECCD Program Manager. He/she has no people under his/her supervision and has no
direct management of departmental budget.

Supporting
project implementation
  • Assist
    in the implementation, monitoring and evaluation of the  project
  • Document
    quarterly progress and/or challenges about the project in an appropriate
    format (e.g. articles, success stories, case studies)
  • Assist
    the Project Coordinator in preparing required monthly, quarterly reports
    and annual project  reports
  • Establish
    partnerships with others local Non-Governmental Organizations (NGOs),
    government  bodies and families and youth to increase their
    participation in the project
  • Assist
    the Project Coordinator in building the capacity of stakeholders involved
    in the project in  gender and in result based management
  • Promote
    and abide by internal policies and procedures including but not limited
    to:  Child Plan Protection Policy and Code of Conduct
Community
mobilization and facilitation
  • Facilitate
    project design, planning, implementation, monitoring and evaluation in the
    assigned area of operation
  • Facilitate
    effective participation of children, families, communities and
    stakeholders  in program activities
  • Facilitate
    the integration of program and CCCD  activities in the field 
  • Overseeing
    the implementation of community projects and ensure timeline of completion
    through frequent supervision of projects.
  • Monitor
    effective implementation of projects on the ground as well as in SAP
  • Facilitating
    the formation of community interest groups to enhance local developments
Coordination
and Networking
  • Establish
    good working relations with children, families, community leadership,
    community based organizations (CBOs), government extension staff and other
    stakeholders at district, sector and village levels
  • Participate
    in stakeholder meetings and networks at district, sector and village
    levels
Building
relationship activities (Sponsorship)
  • Create
    community awareness on development education
  • Promote
    integration of building relations and program processes at field level
  • Facilitate
    production of quality building relations products to meet set deadlines
Child
Protection
Plan
has a strict child protection policy and guidelines that all staff must follow
at all times. All staff are expected to help ensure all Plan associates know,
understand and follow these and take an active role in the protection of all
children from abuse and exploitation.
Dealing
with Problems:
Complexity
of problems handled & the degree of investigation, analysis, & creative
thinking required to solve them.
The
Community Development Facilitator must have a thorough knowledge of Project
goals and job roles amongst others build relationship communication activities
and Community mobilization and facilitation in program activities.
The
Community Development Facilitator deals with problems related to timely
delivery of the Project plan. He/she provides appropriate technical support in
implementation of the Project agreed objectives. 
Communications
and Working Relationships:
Working
contacts inside and outside the organization; include the purpose and level
(high, medium, low) of the contact
The
post holder will be required to extend regular contacts / relations with the
Project Coordinator, PUM, PU Quality Assurance Coordinator, ECCD Program
Manager,  etc as well as external stakeholders such as  Children,
Families, community volunteers, CBOs,  FBOs, school leaders, local leaders
and district level officers.
He/she
will be required to communicate in a style that inspires confidence and
professionalism and builds credibility with line management. Be flexible and
committed to strong team working skill and external relations. 
Knowledge,
Skills, Behaviours and Experience Required to Achieve Role’s Objectives:
Gained
through education, training, & experience
 Qualifications:
  • University
    Degree in Early childhood education, education, public health or rural
    development.
  • Any
    degree backed with short course certificate in early childhood education
  • Knowledge
    of Right Based Approach 
Experience:
  • Experience
    in early childhood development is a MUST
  • Computer
    literacy in Excel Word, and power point
  • Must
    hold a valid motorcycle license – Class A
  • Minimum
    of 3 years extensive experience in development work at grassroots level.
