The
objective of Oxfam’s Sustainable Livelihoods programme is that sustainable and
resilient livelihoods are created to increase employment and income, especially
for women and youth. Oxfam has experience in market-based livelihoods, working
at a number of levels along the value chains, including with producers,
cooperatives and SMEs – providing access to finance, technologies and market
linkages with the private sector.
As
part of the Sustainable Livelihood Programme, we seek to hire an experienced
Rwandan national for the following position:

Job
purpose
To
provide effective and quality project implementation support to the Sustainable
Livelihood programme. In line with Oxfam’s strategic plans and policy
guidelines, the incumbent will be expected to support, support coordination,
facilitate and contribute to the operations of projects and initiatives aiming
at increasing income and employment of smallholder farmers in Rwanda, while
contributing to keeping close collaboration with various key stakeholders
including private enterprises, government institutions and civil society.

Key
Responsibilities:
  • Facilitate
    capacity building of implementing partners for the Sustainable Livelihood
    programme especially from the perspective of Oxfam’s models for supporting
    women’s economic leadership;
  • Under
    the guidance and on behalf of the Programme lead, liaise with government
    officials, private sector forums and district authorities to advance
    various evidence based advocacy initiatives;
  • Use
    the knowledge gained during project implementation to monitoring and
    evaluation projects in line with set programme objectives;
  • To
    track and monitor all financial transactions such as allocations,
    disbursements, cancellations, payments related to the programme and keep
    track of relevant documentation for any reference;
  • Be
    responsible for the overview of the financial status of assigned projects;
  • Undertake
    field visits to assigned projects’ locations for monitoring of
    implementation, verification of compliance with financial standards,
    dissemination of information relevant for adjustments in project
    implementation, and ensuring gender perspectives are well mainstreamed in
    projects implementation;
  • Contribute
    to efforts of integrating programmes during project conceptualization and
    proposal development;
  • Understand
    existing opportunities and gaps in the on and off farm agricultural value
    chains and support development of relevant programme interventions;
  • Play
    a key role in sharing learning with different institutions, stakeholders
    for influencing and scaling up for innovations.
Skills
and competence
  • Hold
    a bachelor’s degree in either Agriculture, Agribusiness or Agriculture
    Economics and at least 3 years of relevant experience in working in the
    agriculture and livelihoods promotion sectors;
  • Having
    knowledge and understanding of the role of grassroots organisations in
    supporting development of small-scale farmers and producers will be a plus;
  • Have
    proven experience in developing and managing projects/programmes from
    concept to exit stages;
  • Able
    to work as part of a local and national team with strong interpersonal
    skills, and be a good team player;
  • Proven
    skills in understanding rural women challenges to attaining economic
    empowerment;
  • Strong
    planning, organizing and problem solving skills with ability to work
    independently;
  • Excellent
    communication skills with mandatory fluency in written and spoken English,
    Kinyarwanda and French is desirable;
  • Be
    computer literate and have excellent report writing skills are a must;
  • Being
    flexible and fit to travel frequently for monitoring projects’
    implementation;
  • Exposure
    and understanding of concepts related to the role of private sector in
    Agriculture development, enterprise development processes, poverty
    eradication, and value chains promotion.
  • Familiarity
    with advocacy work at local and national level;
