AFR
was launched in March 2010 at the request of the GoR (Government of Rwanda) and
with support from DFID, the UK Department for International Development and the
World Bank. Currently, the funders to AFR include DFID, SIDA, The MasterCard
Foundation and KfW. The core objective of AFR is to remove systemic barriers to
financial services by putting the poor at the centre of its interventions in
Rwanda. Improving access to financial services for the rural p

of the financial sector ecosystem and investing in innovation.

market from reaching Rwanda’s low-income population, and promotes innovations

organization commenced its Phase 2 operations (2016-20) the activities of which
include:

of Umurenge Savings and Credit Cooperatives (U-SACCOs); - Supporting
access and usage of value chain finance by smallholder farmers engaged in
maize, coffee, tea, dairy and Irish potatoes; - Promotion
of insurance and informal sector pension scheme; - Promotion
of Digital Financial Services and Innovation Fund including the micro
finance challenge fund; and - Knowledge
brokerage and market facilitation with focus to increase access and use of
information and coordination within the financial sector.

The

The
Head of Communication and Market Development’s role is to lead the AFR team in
developing and implementing a communication strategy that is effective in
influencing key stakeholders towards enhanced financial inclusion for poor
people; this includes supporting implementing partners with marketing
strategies aimed at low income groups and overseeing AFR’s research agenda.

Specific
responsibilities for the position include:

develop and manage AFR’s financial sector and market research activities;
ensuring that the results are suitable to inform the development of
program strategy and the communications plan; - As
a member of the Management team, support the development and
implementation of AFR’s strategic & operational plans by contributing
expertise in market development and communications; - Lead
the development and implementation of AFR’s communication strategy;
ensuring that it is effective in meeting the organisation’s needs for
influence and mindset change; - Support
implementing partners with marketing strategies & development of
financial inclusion products; - Ensure
the existence of an exciting and informative online presence through
highly visible Website and Social Media platforms; - To
lead and manage the Market Development & Communications team,
including consultants, in a manner that empowers them to deliver AFR’s
goals and objectives.
The
ideal candidate should have the following:

Qualifications:
Qualifications:
- Bachelor’s
degree in Mass Communication, Journalism, or Development Studies; - Post
Graduate Diploma in Development Economics (added advantage); and - Master’s
in Business Administration (added advantage).
Experience
and knowledge:

- 6-10
years’ post-graduation experience in a Technical Communication Specialist
or similar role; - At
least 3 years regional and national experience in Financial services and
Financial inclusion; - Knowledge
and understanding ofthe local and regional context in Financial services
sector; - Experience
in working with international development organizations in a local or
regional context - Fluency
in English and Kinyarwanda; - Proven
track record indeveloping and implementing Communication and Advocacy
strategies including developing key messages for advocacy and lobbying; - Proven
track record in developing media relations and strategic partnerships; - Demonstrable
skills and experience in using new media (social media) to cause mindset
change; - Demonstrated
experience in content development for various media platforms ( Radio, TV,
website, Social media); - Demonstrable
experience inthe application ofknowledge management techniques in both
managing and disseminating information; - Ability
to effectively manage the production of reports andpublications; - Proven
track record in managing teams and consultants / service providers including
development of terms of reference where required; and - Excellent
written and oral communication skills.
