International
Alert is a 30-year old independent peacebuilding organisation. We work with
people who are directly affected by violent conflict to improve their
prospects of peace, and we seek to influence the policies and ways of working
of governments, international organisations like the UN and multinational
companies, to reduce conflict risk and increase the prospects of peace.

work in Africa, several parts of Asia, the South Caucasus, the Middle East
and Latin America and have recently started work in the UK, Somalia and
Kenya. Our policy work focuses on several key themes that influence prospects
for peace – the economy, climate change, gender, the role

Alert’s
Great Lakes programme (GLP) works in Burundi, the DRC, Rwanda, Kenya and
Uganda. The GLP works on a range of peacebuilding issues, including women in
peacebuilding, reconciliation, natural resources management, and the economy.
It supports and collaborates with local initiatives, and advocates for policy
change. The programme is managed from London, and implemented by staff based
in London and the region, in close collaboration with local organisations.
The
Rwanda/Burundi programme has been running since 1995 with the aim of contributing
to peace and equitable development.
Job
Purpose
The
purpose of this position is to manage the Synergy for Social Cohesion
Project (SSCP).
  • The
    project aims to enhance social cohesion through constructive engagement
    with local government and community dialogue on reconciliation policy
    implementation by increasing space and opportunity for dialogue between
    communities, CSOs and local authorities as well as strengthening
    cooperation and coordination amongst different actors. 
The
position will work across project and thematic strands to ensure that project
staff and partners have the peacebuilding knowledge and expertise needed to
ensure the production of high-quality, high-impact project outputs. This will
involve working closely with the Alert team and local partners in a mentoring
role, providing constructive feedback and capacity building support aimed at
strengthening our integrated peacebuilding approach. Critical to this post is
an ability to build effective external and internal relationships, using
collaborative approaches. The successful candidate will also have knowledge
and experience of programme design and project management including
responsibility for budgets Monitoring, staff support and donor relations.
He/She will be the primary focal point at International Alert for the SSCP
project and as such will be responsible for liaising with the focal point at
NURC and  actively participate in the Joint Project Coordination
Committee. He/She will report to the Alert Country Coordinator.

Detailed
responsibilities
Management
and supervision of Synergy for Social Cohesion Project (SSCP):
  • Lead
    on day-to-day implementation of project’s activities;
  • Ensure
    clarity about roles and responsibilities among project stakeholders and
    involving /informing all stakeholders of plans;
  • Planning
    and forecasting grant expenditure, project activities, procurement and
    staffing to ensure compliance with the project contract and budget and
    to prevent overspending or under spending;
  • Ensure
    proper co-ordination with project’s partners, in line with planned
    activities and agreed outcomes
  • Ensure
    narrative and financial reporting to Alert and to donors;
  • Derive
    policy recommendations from the pilot phase of the project and assist in
    the development and implementation of evidence-based advocacy strategies
    for the project.
  • Analyse
    the political, economic and social context in Rwanda with a view to
    ensuring the continuing relevance;
  • Ensure
    co-ordination and adequate recording of lessons learning among partners
    of the project, counterpart organisations/institutions, including
    Palladium Ikiraro team and NURC.
Contribute
to development of strong and effective relationships and partnerships
  • Support
    in developing, nurturing and strengthening excellent working
    relationships critical to ensuring the impact and success of these
    initiatives: especially local communities, relevant government
    officials/institutions and local government representatives, civil
    society organisations, development partners and media;
  • Identify
    strategic partnerships for the work and over time ensure that necessary
    Memoranda of Understanding are developed and kept up-to-date, observed,
    and relevant;
  • Support
    excellent team relationships with within Alert Rwanda, as well as Alert,
    Great Lakes Programme, and liaise closely with other Alert colleagues
    working on social cohesion globally.
  • Represent
    Alert at highest level in local communities, government, development
    partner, and international fora.
  • Work
    as an inspiring facilitator to build forward momentum and trust among
    participants, nurturing and sustaining evolving networks.
  • Build
    and strengthen relationships with district of project implementation;
    key funding partners around the development of new project ideas and
    programme direction;
Support
internal systems and procedures relevant to successful implementation
of  the project
  • Conceptualising
    activities and planning, providing for sufficient time for participation
    of Partners/input of Partners and other staff.
  • Support
    in managing budgets and monitoring expenditure as required, ensuring
    compliance with Alert, donor and government regulations;
  • Support
    in developing appropriate Memoranda of Understanding with consultants and
    research partners and closely monitor compliance with these;
  • Contribute
    to relevant donor reports and fundraising, maintaining forward momentum
    for the project by developing new strands;
  • Contribute
    towards excellent team relationships within Alert Rwanda, as well as
    Alert globally, particularly the Great Lake programme.
Ensure
sound monitoring and evaluation system
  • Support
    the development of effective M&E frameworks (in close collaboration
    with  the Senior Monitoring and Evaluation Officer and partners)
    for the project and feed this into Alert’s overall institutional
    reporting;
  • Contribute
    to and draw on the work of Alert’s Design, Monitoring and Evaluation
    (DME) work, in Rwanda and internationally;
  • Produce
    and disseminate success stories and other learning and evaluation
    outputs;
  • Contribute
    to Alert’s initiative on Knowledge Management, e.g. by articulating
    lessons learned from the project.
Contributing
to Alert’s organisational processes and strategies
  • Ensure
    proper implementation of all relevant Alert finance, admin, security and
    HR policies, in close coordination with the Rwanda finance/ admin staff;
  • Provide
    attentive and supportive line-management of relevant consultants/
    interns, in line with Alert’s policies and procedures, as well as Rwanda
    labour law;
  • Participate
    in organisation-wide events and discussions on related topics/projects;
  • Provide
    ideas and support for the development of regional programming ideas (in
    close collaboration with the wider Africa Programme team);
  • Work
    with Alert’s team and partners to develop new project and programme
    ideas, including the development of funding proposals for a variety of
    donors;
  • Play
    an active role in contributing to Alert Rwanda’s country strategy reviews
    and development of new projects.
  • Support
    the Country Coordinator in nurturing good relationships with potential
    funders in Rwanda and outside of Rwanda

Skills,
qualifications and experience:
Minimum
of Bachelor’s Degree or equivalent in Peace Building, Human Rights, Law,
Social Work, sociology, Social Sciences, Development Studies and Economics.

years’ experience in related programmes in an International NGO setting.
Highly
analytical and reflective outlook
Track
record of successful design and implementation of projects
Good
understanding of peace and conflict dynamics/ national reconciliation issues
in Rwanda
Strong
grasp of project management in an INGO, including successful record of
fundraising, donor reporting and managing staff and budgets
Proven
ability to build strong working relationships
Skilled
facilitator, with experience of managing networks
Able
to work independently and deliver results
Innovative,
creative, problem-solving attitude
Demonstrated
ability to lead a portfolio of work, maintaining strategic direction
Computer
