and Learning Officer. The MERL Officer bears the responsibility of
providing technical and logistical support in monitoring progress against work
plans and evaluating the quality of project deliverables; as well facilitate
research activities commissioned by AFR. He/She will provide support to the the
program team to incorporate findings and recommendations from research
activities.

company limited by guarantee (CLG) in Rwanda with the objective of
increasing access to financial services for the rural and urban poor and for
micro, small and medium sized enterprises in Rwanda. Existing funders of AFR
include DFID, The MasterCard Foundation, Sweden, USAID, and KfW.
AFR’s
strategic focus is stimulating financial sector development by partnering with
financial institutions and other stakeholders to increase access to and use of
financial services. We identify and address constraints that prevent the
financial market from reaching Rwanda’s low-income population, and promote
innovations and learning that result in sustainable change in the financial
sector. Improving access to financial services for the rural poor and women is
a particular focus.

M&E plans;Supporting AFR’s routine outcome monitoring
initiatives;Contributing to the generation of learning on AFR’s measurement
approaches andSupporting the management of AFR’s results tracking system.

Essential
ProfessionalQualifications and experience
ProfessionalQualifications and experience
- Bachelor’s
degree in Finance, Economics, Development Studies, Statistics, Information
Technology or other relevant field. - Certificate
in Monitoring and evaluation (if subjects covered above do not integrate
M&E course units) - At
least 3 years’ experience in monitoring and measuring results and/or
conducting research to inform development initiatives. Prior experience in
applying these skills in a Financial Sector Development context is
preferred. - Previous
experience working in Monitoring and Evaluation Officer with a USAID or
DFID funded project is a must - Professional
training in Research methodology with more emphasis on Operations
Research. - Demonstrable
experience of data and program quality management techniques including the
ability to work with databases and data management - Strong
report writing skills - Proven
experience in conducting and managing baselines and evaluations - Demonstrable
experience inthe application ofKnowledge management techniques in both
managing and disseminating information
