IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the
benefit of all. It does so by providing services and advice to governments and
migrants.
Internal and
external candidates will be considered for this vacancy. For the purposes of
this vacancy, internal candidates are defined as staff members holding a
regular, fixed-term or short-term graded or ungraded contract, including Junior
Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and
staff members on secondment/loan released by the Organization, unless otherwise
specified in their contract. Staff members holding a regular, fixed-term or
short-term graded contract will not retain their contract type if appointed to
an ungraded position.
Context:
Under the direct
supervision of the Chief of Mission, the successful candidate will be
responsible and accountable in contributing to the implementation, design,
development, monitoring and evaluation of project and activities in IOM Kigali,
Rwanda.
Core Functions
/ Responsibilities:
Contribute
to the design and development of new programmes/projects in Rwanda focus on
irregular migration, labour migration, forced migration, counter trafficking,
humanitarian assistance, migration health, migration and development, assisted
voluntary return and reintegration.
Conduct
desk research and take other action to prepare background information to
support programme and project proposals.
Facilitate
and lead the design and development of new programme and project concepts and
proposals in partnership with technical staff, and in close coordination with
the Chief of Mission, Regional Office (RO) Thematic Specialists and relevant
IOM missions, governmental authorities and international and regional
institutions as well as relevant UN agencies, in line with overall government
priorities, mission strategic response and opportunities and as per IOM Project
Development and Implementation Handbook.
Assist
with the identification of potential project ideas and keep an updated project
development matrix.
Update
donor profiles and identify available funding opportunities for IOM project
development in Rwanda.
Develop
a Performance Monitoring/M&E plan for all projects corresponding to project
objectives and anticipated results using the project’s Results Framework, key
performance indicators, appropriate targets, and required data collection and
reporting tools/templates.
Review
and upgrade the M&E tools and approach to ensure proper reporting mechanism
and increased effectiveness and incorporation of best practices/lessons learnt
into programme implementation.
Develop
monitoring and survey tools as well as other data collection forms and
information tracking tools and provide support in conducting evaluation.
Build
capacity of staff and implementing partners on project development, M&E
tools and analysis, data analysis, basic surveying and sampling techniques,
report writing techniques and requirements for IOM and other relevant donors.Prepare
mission reports for the Regional Office, HQ and One UN requirements. Review all
project reports in a timely manner and ensure compliance with IOM and donor
guidance to ensure consistency across the whole mission.

Required
Qualifications and Experience:
Education
• Master’s degree in
International Development, International Relations, Social Science or a related
field from an accredited academic institution with five years of relevant
professional experience; or
• University degree
in the above fields with seven years of relevant professional experience.
Experience
• Experience in the
operational and field experience in Project Development and M&E,
specifically results based programming, in the area of government capacity
building, return and reintegration and/or recovery in post-conflict situation;
• Experience in
liaising with governmental authorities, other national / international
institutions;
• Experience working
with government counterparts, UN agencies and/or non-governmental organizations
• Experience in
project design and development;
• Experience in
project monitoring and evaluation.
Languages
Fluency in English
is required. Working knowledge of French is an advantage.
