Dear
prospective bidders,

The
above referenced Request for Proposals published by the International Resources
Group (IRG), a subsidiary of RTI International, on May 12, 2017 is hereby
modified as follows:

1.
Section 1.1 Introduction

First
paragraph, line 1: Delete the words “or individuals” so that the sentence now
reads:

IRG,
the Buyer, is soliciting proposals from qualified, professional consulting
firms to support IRG in the provision of services with regard to the
development of Agriculture Land Use and Management Guidelines in Rwanda.

After
second paragraph;

Insert
the following information that now becomes paragraph No. 3:

The
following are the regulations governing the use of land in Rwanda:

Organic
Law n° 03/2013/OL of 16/06/2013 repealing organic law n° 08/2005 of
14/07/2005 determining the use and management of land in Rwanda;
Law
n° 43/2013 of 16/06/2013 Governing Land in Rwanda;
Orders
implementing Law Governing land in Rwanda:
Ministerial
order n° 001/14 of 14/04/2014 determining modalities for sub-leasing of
agriculture, livestock and forest land;
Prime
Minister’s Order No 006/03 of 30/01/2017 drawing up a list of swamp lands,
their characteristics and boundaries and determining modalities of their
use, development and management;
Presidential
order determining modalities for land allocation and lease, the exact
number of years of emphyteutic land lease and its renewal (not yet
published in official Gazette).
Order
of the Minister of Natural Resources determining modalities for obtaining
freehold title (not yet published in official Gazette)
Order
of the Minister of Natural Resources determining conditions and modalities
for assignment of requisitioned land (not yet published in official Gazette);
Order
of the Minister in charge of Agriculture and Animal Resources determining
procedures and modalities of land use consolidation for agricultural and
livestock purposes (not yet published in official Gazette);

2.
Section 1.2 Offer Deadline

First
paragraph, line 1: Delete the words “Friday, June 2, 2017”

And
replace it with “Friday, June 16, 2017”

After
paragraph 2 insert the following as paragraph 3:

Online Bidders’ Conference will be held on June 1, 2017 from 3 pm to 5 pm
Rwanda time. Requests to join meeting must be received through the procurement@psdag.org by May 31, 2017 5 pm
EST. Please include your email information in the request.

Paragraph
3, line 1, on written questions: Delete the words “May 18, 2017 5pm EST” And replace it with “Friday,
June 9, 2017”

All
other terms and conditions of the Request for Proposals shall remain unchanged.
