FOR QUOTATION FOR CONSULTANCY TO DESIGN, PRODUCE AND INSTALL A BILLBOARD
MESSAGE IN 14 SECTORS
Introduction
Rwanda
Women’s Network (RWN) is a Non-Governmental Organization dedicated to promoting
and strengthening strategies that empower Rwandan women. RWN and Rwanda Men’s
Resource Centre (RWAMREC) in partnership with CARE International in Rwanda are
implementing

a “GBV Prevention Program (INDASHYIKIRWA (Agents of Change) for
four years (September 2014 – August 2018). The program goal is “Rwandan communities
free themselves from GBV”
by empowering and engaging both women and men
towards the prevention of gender–based violence (GBV) in communities across
Rwanda.

Indashyikirwa
project works at two levels namely at the grass roots (village level) where couples
training and accompaniment along with community activism work will happen.
RWAMREC leads the implementation of this component. RWN on the other hand leads
the work at the sectors & district levels where activities aim at creating
a conducive environment for community activism by engaging opinion leaders and
creation of Women’s Spaces. The two levels will work complementarily.
Geographically,
the project covers 7 Districts i.e. in the Eastern Province (Bugesera,
Rwamagana & Kayonza), Western Province (Rubavu & Nyabihu) and Northern
(Musanze & Burera).
RWN
finds communicating on billboards as one of the ways to increase awareness on
GBV among Rwandans. RWN is seeking expressions of interest from qualified and
experienced local consultant/firm to undertake work associated with the design
and production of a bill board as a communication and public awareness material
against GBV.
Objective
The
objective of the consultancy is to design and produce communication and public
awareness materials “billboards” to positively transmit information to:
  1. Raise
    awareness on Intimate Partner Violence (IPV) and Gender Based Violence
    (GBV) and use of power;
  2. Contribute
    to the fight against harmful social norms.
Scope
of the work
The
consultant/firm/company will be contracted to:
  1. Conceptualize,
    develop layout, format and design a billboard message as part of the
    public awareness strategy on GBV and harmful social norms
  2. Facilitate
    a meeting for stakeholders to input and validate the draft bill board
  3. Integrate
    the necessary changes and finalize the bill board
  4. Produce
    14 bill boards with the same message to be installed in Indashyikirwa
    operational areas
  5. Travel
    to 14 Sectors in the 7 Districts mentioned above and recommend the most
    appropriate / suitable spot/area options for the installation of the
    billboards
  6. Install
    the bill boards in agreed upon spots/area in the 14 Sectors
Expected
Deliverables
The
Consultant/Firm/Company will submit the following as outputs:
  1. A
    public awareness strategy for the project using bill boards
  2. Design
    layout for production of a billboard,
  3. Finalized
    14 pieces of the designed bill boards
  4. Report
    & pictures of installed billboards in the 14 agreed upon spots in the
    operational areas.
To
complete the outputs mentioned above, the consultant will be required to:
  1. Design
    proposal within one week after the commencement of the consultancy;
  2. Collaborate
    with RWN and other Indashyikirwa project partners in the conceptualization
    and designing of the “billboards”;
  3. On-site
    visits to the operational District and Sectors.
Duration
and location
The
duration of the Consultancy is scheduled to last a maximum of twelve (12)
days. Scope of work can be conducted remotely in contact with project team via
electronic communication. However, face-to-face meetings will be required to
discuss the requirements, implementation process and other pertinent details
for the execution of the Scope of Work.
No
equipment or material will be purchased or provided by RWN to conduct the Scope
of Work. Any travel, equipment or materials needed to accomplish this
consultancy will be covered by the consultant. Any expenses, unless explicitly
articulated by RWN, will be at the expense of the consultant.

Proposal
Requirements:
 
Consultant
should submit a proposal/expression of interest, which should include the
following:-
  1. A
    suitability statement, including commitment to availability for the entire
    assignment.
  2. A
    detailed financial proposal.
  3. The
    proposal should be accompanied by relevant documents to justify the
    consultant’s experience and qualifications in relevant domains,
  4. The
    proposal shall provide a description of the consultant / firm including an
    outline of the consultant’s / firm’s recent experience on similar
    undertakings (Gender -GBV field and media).
  5. The
    proposal should list itemized details of costs associated with the
    assignment, it should express all proposed costs in Rwandan Francs (RWF).
  6. The
    proposal should also include a detailed action plan within the proposed
    timeframe.
