ORGANIZATIONAL
CONTEXT
WFP
has joined a consortium of public and private institutions, known as the Farm
to Market Alliance (FTMA), to help smallholder farmers unlock new
opportunities. The Alliance works by supporting smallholder farmers to move
from subsistence farming to market-oriented agriculture by connecting demand
for their crops with commercial markets, and further by helping them to access
formal contracts. These contracts can help farmers to access the credit, resources
and services necessary to plant and harvest quality crops, which in turn can
boost incomes and build long-term resilience. The Alliance is today operating
in a pilot phase in Rwanda, Tanzania and Zambia.
 In
Rwanda, the Alliance currently supports 81 cooperatives with a membership of
22,000 farmers during the 2016/17 season. These cooperatives signed forward
delivery contracts with three private-sector off-takers to deliver 5,200 tons
of maize. WFP takes the lead in coordinating this market access support for
smallholder farmers through an extensive partnership with value chain
stakeholders. WFP is looking for an individual to push forward these efforts.
KEY
ACCOUNTABILITIES (not all-inclusive)
Within
delegated authority, the incumbent will be responsible for the following
duties, reporting to the National Officer- FTMA:
  • Facilitate
    farmer organizations and farmer-friendly aggregation entities to access
    quality markets through forward delivery contracts offered by
    institutional buyers.
  • Facilitate
    participating farmer organizations and farmer-friendly aggregation
    entities to access agricultural services by coordinating with key value
    chain stakeholders on the ground. 
  • Monitor
    and assist cooperatives and other aggregation entities to adhere to terms
    of forward delivery contracts facilitated under FTMA.
  • Conduct
    field missions to collect detailed needs assessments of target farmer
    organizations and assist in the identification of opportunities to build
    further partnerships with other key value chain players on the ground.
  • Conduct
    regular field monitoring and proactive troubleshooting visits to FTMA
    cooperatives, and submit timely back-to-office reports.
  • Provide
    advisory support to cooperating partner field staff in the execution of
    their duties, as well as coordinate closely during field visits.
  • Support
    in the identification of target farmers, aggregation models and
    appropriate risk mitigation tools.
  • Assist
    in maintaining a database of FTMA-supported farmer organizations and
    aggregation entities while tracking progress in post-harvest handling and
    aggregation activities.
  • Perform
    other related duties as required.
STANDARD
MINIMUM QUALIFICATIONS
  • University
    degree in one or more of the following disciplines: economics,
    agriculture, business administration, or a field relevant to agricultural
    value chain management.
  • At
    least three years of experience in agricultural value chain
    related-projects, with a strong focus on the private sector.
  • Fluency
    in English and Kinyarwanda with a working knowledge of French; proficiency
    in both oral and written communication in both French and English will be
    an added value.

    to frequently travel within the country.
  • Knowledge
    of various aspects of financial services and business modelling is a
    bonus.

    experience in development and agricultural fields, with emphasis on
    pro-smallholder approaches; Experience in agriculture commercialization
    approaches; and strong understanding of policy analysis, regional trade
    and marketing.
