INTRODUCTION
The
organization Community Based Sociotherapy (CBS)was establishedin Rwanda to
contribute to the psychosocial well-being of people affected by the Genocide
against the Tutsi and to strengthen interpersonal reconciliation and social
cohesion at the grass-roots level. The organization originates from the
community-based sociotherapy initiativedeveloped in 2005 by the Anglican Ch

urch
of Rwanda, Byumba Diocese (EAR-D/B), and the 2014-2016 nationwide Community
Based Sociotherapy Program implemented by a Rwandan consortium consisting of
Prison Fellowship Rwanda (PFR), EAR-D/B and DuhumurizanyeIwacu Rwanda (DIR).

The
community-based sociotherapy approach uses the group as a therapeutic medium in
the establishment of trust, the creation of an open environment for discussion and
the formation of peer-support structures. The socio-groups facilitate community
members to identify, acknowledge, share, and manage together their everyday
psychosocial problems related to the recent history of political violence and
its aftermath.
With
funds from Ikirarocy’Iterambere (the Rwanda Multi-donor Civil Society Support
Program, managed by Palladium), CBS, PFR and EAR-D/B are starting the
implementation of the project: Umusingiw’AmahoroArambye: Breaking
through the cycle of intergenerational transmission of trauma and violence.

The first six-month pilot phase will be implemented in Muhangadistrict (PFR)
and Rulindo district (EAR-D/B), with a possibility of extension to districts in
the Eastern (DIR) and Western province (CBS) after six months. The pilot phase
builds on the outcomes of the 2014-2016 program, aiming to increase the
recognition of the importance of addressing and preventing intergenerational
transmission of trauma and violence. This will be donethrough grassroots
advocacy focusing on the development of intergenerational trauma-informed
policies and practices.
The
project is guided by three specific objectives:
  1. Increase
    the capacity of community representatives [sociotherapists] regarding
    grassroots advocacy activities.
  2. Facilitate
    the establishment of advocacy groups represented by sociotherapists and
    former sociotherapy participants and ensure that they have the knowledge
    and skills to develop an advocacy agenda based on issues identified by
    them, with a special focus on intergenerational transmission of trauma and
    violence, whilealigning the work with existing advocacy structures.
  3. Initiate
    processes that facilitate the constructive sharing of issues identified
    with sector and district authorities, reconciliation fora, civil society
    actors and national government institutions and develop relevant
    recommendations for policy makers and practitioners.
The
project will work withsociotherapists and former sociotherapy participants to
identify issues related to intergenerational trauma and violence that need
advocacy from local to national level. In order to ensure that staff and
trainers in this project have enough knowledge on grassroots advocacy
processes, CBS and partners are looking for a trainer of trainers on
grassroots advocacy.
THE
PURPOSE OF THE TRAINING
The
five-day grassroots advocacy training will be provided to16 staff members who
in return will train sociotherapists about effective grassroots advocacy
processes in their community including in particular youth.
The
trainings need to address the following:
  • Advocacy
    principles and approaches;
  • Different
    types of advocacy with a specific attention to grassroots advocacy;
  • Facilitation
    of advocacy groups at community level;
  • Process
    of planning and executing a local advocacy campaign that is reaching also
    the national level;
  • Training
    methods and facilitation skills.
It
is also intended to ensure that as the training is provided, the trainees start
to develop their training manual for the advocacy trainings they will
facilitate at district level.
TIMELINE
The
five-day training is scheduled to take place between 16th and 20th
of October 2017. Three days of preparation together with the Executive
Secretariat of CBS are scheduled between the 9th and 13th
of October 2017.
BASIC
RESPONSIBILITIES OF THE TRAINER
  • Develop
    a training manual including training materials, handouts, session plan,
    and a schedule all aimed to achieve the training objective.
  • Develop,
    in collaboration with CBS and partner organizations’ staff, advocacy
    strategies and guidelines (focusing on: advocacy scope, factors that
    influence decision makers, defining relevant stakeholders, and
    communication strategies).
  • Provide
    a 5-day practical training on grassroots advocacy to 16 consortium staff
    members with a specific focus on identifying obstacles for peace-building,
    including intergenerational transmission of trauma and violence.
  • Produce
    and disseminate to staff all necessary materials to properly develop and
    implement advocacy strategies.
  • Provide
    mechanisms of identifying and addressing key audiences, including
    government institutions at sector, district and national level.
  • Share
    anticipated challenges in the advocacy process and mitigation strategies.
  • Deliver
    sufficient knowledge on theory and practice of developing a general
    strategic grassroots advocacy framework.
  • Develop
    evaluation questionnaires(pre-post test), administer the questionnaire,
    compile the data, analyze the findings and draft an evaluation report at
    the end of the training.
  • Provide
    an objective evaluation of the capacities of each staff member in terms of
    showing adequate knowledge and skills on advocacy in order to guide the
    Executive Secretariat to select 6 trainers among the 16 staff.
PROFILE
OF THE CANDIDATE
Essential
skills and qualification
  • A
    Master’s Degree in law/policy development, political sciences, social
    sciences, peace and conflict studies or related field;
  • Minimum
    5 years of experience in advocacy training preferably in the NGO sector;
  • Proven
    experience in conducting training of trainers of people with different
    qualifications;
  • Practical
    experience in using evidence based/research for advocacy;
  • Strong
    policy analytical skills;
  • Strong
    understanding of unity and reconciliation, youth, education, health and
    socio-economic policies in Rwanda;
  • Experience
    in working with governmental and non-governmental leaders from grassroots
    to national level in advocacy related activities;
  • Good
    communication skills and strong sprit of teamwork;
  • Good
    organizational and report writing skills;
  • Experience
    in working with a group-based approach.
  • Fluent
    in English.
Desirable
skills and qualifications
  • A
    PhD Degree in law/policy development, political sciences, social sciences,
    peace- and conflict studies or related field;
  • Experience
    in psychosocial interventions and/or trauma-informed approaches;
  • Being
    familiar with the community-based sociotherapy approach;
  • Working
    knowledge of French is considered a plus.
WORKING
CONDITIONS
This
is a consultancy work for a period of eight days scheduled in the two
consecutive weeks of 9th to 20th October 2017. The period
of conducting the training is inflexible. CBS is responsible for training
facilities such as training venue, trainees’ facilities, routine training
material (pens, note books, flipchart, markers, etc.), However, the trainer is
responsible for technical training material that may be required. The training
venue will be in Kigali. The trainer will cater for his/her own transport to
and from the training venue. The payment will be done according to the number
of working days. The trainer is expected to submit adetailed training report of
3000- 4000 words together with the final invoice for the payment.

technical and financial proposal,is to be addressed to Lucie Nzaramba, the
Executive Director of CBS. The technical proposal of approximately 1500 words
in which the content of the training will be outlined should be sent as a word
document. The financial proposal should include the daily rate requested for
the working days.

and institutions are both eligible applicants. However,institutions will have
to send the detailed CV of the person who will conduct the training. The bid
