Purpose
of the Position:
The
position exists to provide technical support for the Billing System as well as
to provide accounting and any necessary information to accounting personnel and
clients so as to maintain a high standard of excellence. The engineer should
ensure 100% availability of the billing system and implem

ent routine tasks and
procedures to improve the billing system performance.

Responsibilities
will include but not limited to the following:
  1. Perform
    monthly bill run
  2. Perform
    Pre-bill run/Test bill run check as per laid down procedure
  3. Ensure
    correct price/tariff configuration, rate analysis for the processed
    invoices related to LTR services;
  4. Ensure
    that each customer charges with an active service is rated and invoiced on
    regular basis;
  5. Ensure
    that collection and processing of CDRs from the network elements is
    successfully done;
  6. Open
    new accounts to establish new relationships to ensure that the accounts
    are operational
  7. Give
    a client all requirements to open an account by requesting for their
    credentials for record purposes and for future references
  8. Enter
    their details into the Prism system and create an account for the client
    to receive services from Liquid Telecom/Hai Rwanda
  9. Ensure
    customer database is uptodate with all billing and service related
    information
  10. Assist
    clients to explain their bills when a client has billing queries to ensure
    that billing procedures are transparent
  11. Monitoring
    and guarantee the performance integrity and quality of billing
    application;
  12. Create
    and manage users’ access permissions and privileges of billing system as
    required;
  13. Carry
    out a regular data reconciliation to detect discrepancies between
    Technical data and Billing records;
  14. Providing
    reports, make standard reports and tailor make them where necessary.
  15. Managing
    and monitoring the credit control schemes.

performance including but not limited to;
o    % of subscribers acquired in The Last Month
o    % of subscribers Lost by Billing Type (Churn)
o    Number of Repeat Billing Errors
o    Revenue from new subscribers
o    ARPU
  • Financial
  • Ensure
    correct price/tariff configuration, rate analysis and processed invoices
    related to LTR services
  • Inspection
    and verification of processed invoices as per terms and contracts
  • Customer
  • Ensure
    that each customer’s charges with an active service is get rated and
    invoiced on regular basis
  •  Complete
    service registration and activation should properly done in billing
    system and accordance with agreed time.
  • Process
  • Ensure
    that collection, processing and storing of CDRs from the network
    elements has successful done
  • Monitoring,
    maintenance and guarantee the performance integrity and quality of
    Billing application

Education
and Qualifications
  • Degree
    in Telecoms or equivalent
  • Certified
    in DB, Oracle and My SQL
  • Financial
    certification an added advantage
Experience
  • 3-5
    years experience
