II.  
 Program Description: 
Livestock
Systems Innovation Lab Project (LSIL) has a goal of contributing to efforts for
enhancing the quality and consumption of milk for improved income and nutrition
in Rwanda. Increasing the quality, marketing and consumption of animal source
foods (ASF), including milk is an important research for development priority
for Rwanda as was identified by Rwanda’s multi-stakeholder Innovation Platform
convened by the LSIL. The project is led by International Livestock Research
Institute and implemented in collaboration with RTI International, University
of Rwanda and TechnoServe by applying an interdisciplinary approach.
The
project will achieve its overall objective by generating and communicating
evidence on:    
    
  1. The
    impact of nutrition education on ASF consumption and nutritional status
    of 6-23-month-old children and pregnant and lactating women in
    poor households that have received a dairy cow,
  2. The
    impact of selected capacity development interventions on the marketing
    performance of dairy cooperatives,
  3. The
    viability of supplying quality milk.
The
proposed project draws upon the work and lessons of the Government of Rwanda
(GoR) program- the One Cow per Poor Family (Girinka), and a recently concluded
USAID Feed the Future funded program known as the Rwanda Dairy Competitiveness
Program (RDCP II) to achieve each of the project’s specific objectives. To
ensure sustainability of the project’s impacts, project design has taken into
consideration the role of three important cross-cutting themes: the
role of gender in livestock systems, human and institutional capacity
development and human health and nutrition.
III.  
 Position Description: 
The
project is interested in testing the impact of market systems facilitation
(MSF) in ensuring sustainable access to capacity building services by targeted
producer organizations (PO). This will be done through the adoption and application
of MSF approaches principles and best practice in capacity building
of POs. The MSF consultant will work closely with the TechnoServe Senior
Business Advisor in the LSIL Project to ensure private service providers
to provide demand-driven services to producer organizations aimed at
improving PO capacity and business performance.
IV.  
 Scope of Work
Working
closely with LSIL Senior Business Advisor, the consultant will be responsible
for the following:
  • Lead
    development of an MSF strategy and learning questions for LSIL PO capacity
    building component.
Supply
side
  • Develop
    a comprehensive profile and mapping of dairy private sector providers
    targeting POs with different types of services. These partners may include
    processors, input providers, equipment suppliers, MFIs among others.
  • Determine
    the specific services that the private companies are providing the POs.
    This should include embedded services.
  • Identify
    the needs of dairy private sector providers as well as the incentives that
    would motivate them to work more with POs
  • Lead
    the selection of potential private sector companies/providers that are
    willing to provide services and capacity building to POs
Demand-side
  • Determine
    the services that target POs are currently receiving and who is paying for
    those services.
  • Determine
    the priority needs of current POs which will build onto AgPOSA assessment
    results
  • Lead
    the exposure of selected private sector providers and target POs to MSF
    approach and the benefits of cultivating mutually beneficial relationships
    between private sector providers and POs.
  • Develop
    a sustainable PO capacity building strategy using MSF approach. This will
    be based on priority needs and AgPOSA assessment. This should be done in
    collaboration with selected private sector players and POs.
  • Lead
    facilitation of capacity building of target POs using MSF approach. This
    will include a clear plan and program showing the
    participation of the private sector players. The plan needs to show
    who will pay for services.
  • Lead
    creation and strengthening of linkages between target POs and private
    service providers (buyers, inputs, finance etc.) Private sector providers
    and POs need to sign roles and responsibilities agreements.
  • Lead
    identification and adoption of innovative approaches to capacity building
    of POs which can include the use of ICT.
  • Support
    private providers to develop services that are appropriate for POs
  • Support
    LSIL Senior Business Advisor to set-up a simple system of tracking and
    monitoring the impact of the capacity building of POs using MSF
    approach.
V.  
 Expected Outputs and Deliverables:
  • High-level work
    plan
  • For
    the MSF strategy development
  • Comprehensive
    analysis of dairy private sector providers (processors, input providers,
    equipment suppliers, MFIs among others) operating with the POs and their
    competitiveness as well as needs.
  • Recommendations
    on priority impact areas for capacity development of the POs and private
    sector providers using MSF approach based on priority areas as well as AgPOSA
    assessment.
  • Analysis
    of TechnoServe’s role and involvement including the design of a detailed
    implementation model vis-à-vis MSF approach and AgPOSA assessment.
  • Needs
    and opportunities to engage with the POs and private sector providers to
    positively influence outcomes.
  • Presentation
    and submission of all documents to Senior Business Advisor
  • Final
    MSF report and presentation
  • Summary
    of all interviews
  • Binder
    and e-library of relevant documentation, studies, research etc.
VI.  
  Required Skills and Experience:
 The
successful candidate will have the following qualifications and skills:
  • A
    Masters level degree qualification in agriculture, agribusiness, sales,
    and marketing or related and relevant field with at least 5 years’
    working experience in the agriculture-marketing sector
  • Advanced
    market systems facilitation (MSF) training and experience or M4P training
  • Preferable
    experience in industrial competitiveness and/or marketing
    strategy
  • Willing
    to travel out in the field
  • Outstanding
    communications and interpersonal skills
  • A
    commitment to TechnoServe’s vision, mission, and code of conduct
  • Previous
    experience with NGOs in community-based work
