Duties
The Department of Infrastructure is seeking a highly motivated candidate with strong policy development experience to deploy to Papua New Guinea under the whole-of-government Strongim Gavman Program.

About the Program:
The Strongim Gavman Program (SGP) is a whole-of-government engagement program involving Australian Government agencies who provide capacity development assistance and advice to counterpart Papua New Guinea (PNG) Government agencies.

Under the SGP, Australian Government officials are placed in advisory roles in counterpart PNG agencies to build long-term capacity in accordance with the PNG Government’s own priorities.

The Department of Infrastructure and Transport contributes to the SGP though the development of in-country capacity to deliver transport policy, safety and security outcomes in PNG. The Department of Infrastructure and Transport deploys three officials to PNG under SGP including a Senior Transport Strategy and Policy Adviser; a Maritime Security Adviser; and an Aviation Security Adviser. These officials assist PNG to meet its international transport safety and security obligations and work toward key priority areas identified by the government including the goals and objectives of the PNG-Australia Partnerships for Development and the PNG Medium Term Development Plan 2011-2015.

About the Position:
Under SGP, it has been agreed that the Australian Government will place a Senior Adviser in the PNG Department of Transport (DoT), to:
• strengthen the delivery of the Partnership for Development Transport Schedule and facilitate Australia’s whole of government support to the PNG transport sector;
• provide advice to the Secretary DoT and the broader transport sector on transport policy and strategic matters;
• support legislative review, policy development and effective governance and reform across the sector as it relates to transport security and safety;
• strengthen the capacity of Transport Sector Coordination, Monitoring and Implementation Committee (TSCMIC) members in the area of strategic security and safety policy development and implementation including supporting the DoT to establish a transport security policy unit;
• support the achievement of the strategic transport security and safety objectives of the National Transport Development Plan and to support development and implementation of relevant aspects of the National Transport Strategy;
• assist TSCMIC members identify key transport partnerships and facilitate the development of inter-agency relationships within PNG;
• support TSCMIC members in the development of bilateral and multilateral relations to enhance strategic security and safety cooperation;
• provide leadership, coordination and management of the SGP Transport Advisory team and ensure strong linkages and coordinated effort with AusAIDs Transport Sector Support Program in support of PNG-Australia Partnership for Development Transport Schedule targets;
• provide coordination and support to workplans agreed between PNG and Australian transport agencies under the PNG – Australia Memorandum of Understanding on Transport Cooperation; and
• build the capacity of the DoT transport security unit, which will provide secretariat support to the TSCMIC Transport Security Sub Committee – and provide direct support to the Security Sub Committee prior to the unit’s establishment

The Aviation and Airports Division manages placements relating to transport policy. The successful applicant will be employed under the Australian Public Service Act 1999 as an employee of the Department of Infrastructure and Transport and will be working under the direction of the PNG DoT Secretary.

Eligibility
Applicants for the position must be an Australian citizen, be able to demonstrate recent and relevant Australian Public Service experience and be prepared to undertake a security clearance. The starting salary will be within the range specified for the APS level and will depend on experience.
