SMEC International Financial Management Specialist Job Vacancy in Papua New Guinea

Applications are sought from suitably qualified and experienced personnel for the position of Financial Management Specialist on a major donor funded program in Papua New Guinea.

Based in Port Moresby, the successful applicant will be responsible for the financial management and
oversight of control systems and processes for a number of funding facilities. The role will include the review and revision of financial management manuals, monitoring compliance, internal audit procedures and leading financial reporting to program stakeholders. The position will be responsible for management of cashflow forecasting and acquittal requirements. Management and training of staff in the use of the financial management system and working with sub-sector agencies to establish and strengthen financial management and control systems is an important part of the role.

Essential qualifications and experience includes:
• Relevant qualifications in accounting and financial management or equivalent experience
• Extensive experience in developing, implementing and managing financial management systems for complex programs/projects in developing countries and or context
• Provision of strategic financial management advice and building of strategic interrelationships among agencies.
• Leading financial management reporting and establishment and oversight of financial guidelines, systems, processes and procedures
• Ability to manage and provide direction to staff to achieve successful outcomes
• Skills and knowledge in the application of appropriate software in financial management
• Skills in preparing regular financial reports for management, along with one-off reports on particular financial aspects of projects
• Demonstrated experience in public sector strengthening programs as this relates to financial expenditure and reporting
