Head of Finance and Administration Job Vacancy in Liberia

IBIS is seeking an experienced and dynamic Head of Finance and Administration in Liberia. We are looking for a resourceful candidate with a well documented, proven track record of similar managerial position in an international NGO or from the donor sector in an African context.
As part of a restructuring program with focus on strengthening the country offices, IBIS is offering this new manager position in an international and intercultural environment.

The Head of Finance and Administration will report directly to the Country Director of IBIS in Liberia and will have the following main responsibilities:

FINANCIAL MANAGEMENT AND CONTROL
• Accounting, securing of up to date capture and reconciliations in projects, programmes and at the country office.
• Budgeting; preparation and revision of annual income and expense budgets for projects and programmes in Liberia.
• Financial Management; securing that income and spending by programmes, projects and Country Office remain within approved budgets; reporting to the country director and coordinating with programme directors on financial control and follow up.
• Capacity Building in financial management of programme staff, finance and admin staff and IBIS partners.

HUMAN RESOURCE MANAGEMENT
• Personnel policy and manuals; responsible for developing, maintaining and implementing staff handling guidelines, procedures and manuals/handbooks.
• Training needs; assess training needs of staff to be able to plan and budget a training programme for the following year.
• Payroll; maintain accurate personnel records for all IBIS staff in Liberia and ensuring that the payroll is being computed rightly and salaries paid on time.

IT MANAGEMENT AND OFFICE MANAGEMENT
• IT systems; ensure that IBIS in Liberia is provided with IT systems and support that meet the needs of the Country Office and the programmes and projects.
• Line Management of administrative and support staff

QUALIFICATIONS
The successful candidate will have an academic degree in accounting and/or financial management (master level or equivalent) and he/she will have in-depth knowledge and proven track record of similar managerial position(s) for at least 3 years. The candidate must have experience from an international NGO or the donor sector and relevant working experience in Africa. Furthermore, fluency in written and oral English is required.
