Coordinator (Infrastructure) Job Vacancy in Liberia at United Nations Development Programme (UNDP)

Background
UNDP is supporting the security and justice sector in Liberia through the implementation of its Annual Work Plan (AWP) for 2011 for the Justice and Security Programme. The AWP is in conformity with the Government of Liberia (GoL) and United Nations Mission in Liberia (UNMIL) transition plan which identities security, rule of law, and reconciliation as top priorities. Enhancing justice and security is paramount to the recovery of post-conflict states such as Liberia. The Justice and Security Programme (JSP), seeks to support the efforts of the Government of Liberia through the Ministry of Justice in the consolidation of recovery of the country through a focus on reforms aimed at strengthening security and justice institutions. It also supports Government efforts to revamp rural communities and reduce crime thus creating a safe and secure environment for conflict prevention and development. The JSP also serves as UNDP focal point in the execution of the United Nations Peace Building Fund regional hub project to enhance access to Security and Justice at the Decentralize level.

The Justice and Security Programme identifies a number of infrastructures related projects to enhance access to justice through:
* (i) improvement of the Liberia National Police(LNP) infrastructural facilities to facilitate operationally effectiveness and LNP presence in 50% of Liberia that service communities;
* (ii) improving facilities of the Bureau of Correction and Rehabilitation and (iii) capacity development of the Bureau of Immigration and Naturalization.

The achievement of the infrastructure component of the JSP is crucial to the success of the programme and is expected to be realize through delivery of the following outputs:
* Rehabilitation of the National Police Training Academy.
* Construction of five regional training centers.
* Renovation and equipping of ten Police Stations and Women and Child Protection Units
* Rehabilitation of number of circuit courts and and correction facilities.
* Construction and rehabilitation of number of community infrastructural development projects in the counties.

UNDP assumes the responsibilities as Executing Agency of the programme and is working in collaboration with other UN Agencies to ensure timely delivery of all infrastructure related project activities and therefore requires the services of an Infrastructure Adviser to work closely with the Justice and Security Programme under supervision of the Chief Technical Adviser(CTA) and overall guidance of the Deputy Resident Representative for Programmes (DRR/P) to effectively deliver the project outputs in a timely manner.

Duties and Responsibilities

Summary of Key Functions:
* Infrastructure component planning, management, monitoring and oversight.

Infrastructure component planning, management, monitoring and oversight:
* Through sound leadership, technical and management skills, ensure adequate technical capacity instituted to deliver civil works projects in compliance with UNDP procurement rules and regulations.
* Supervise preparation of technical specifications for the tendering of civil works projects.
* Oversee performance tracking and management of implementing partners undertaking civil works projects to ensure quality assurance and delivery of outputs on time.
* Ensure technical specifications for construction of community social infrastructures to reduce violence are gender sensitive and provide ease of access for the disable.
* Supervise the overall management of the infrastructure component of the justice and security programme in collaboration with UN Agencies and national counterparts.
* Supervise the planning and preparation of site monitoring schedules for project engineers.
* Ensure proper planning and timely application of UNDP general conditions of contracts for civil works to enable contractors compliance.

Technical guidance and leadership
* Manage the overall civil works projects and provide leadership and direction for project engineers.
* Be responsible for supervision of preparation process and revision of civil works programme documents such as monthly and quarterly work plans as well quarterly project boards reports.
* Work closely and coordinate civil works activities with the programme and procurement staff.
* Provide technical support to the CTA and advice to government counterparts and implementing partners.
* Provide technical support and guidance to the United Nations Peace Building Fund Regional Hub Technical.
* Advisory Group to ensure quality assurance in execution of the project.

Coordination and strategic partnerships:
* Coordinate infrastructure project activities with relevant donor representatives and stakeholders at the national level under the supervision of the CTA, in close collaboration with the County Office Programme Unit and overall direction from the DRR/P.
* Coordinate and collaborate with clients, partners and stakeholders to link and harmonize approaches and to promote common interests and achievement of results, in accordance with UNDP’s County Office Programme for the Justice and Security sector.

Impact of Results:

The key results have an impact on UNDP’s support to the Government of Liberia in:
* Rehabilitation of the National Police Training Academy.
* Construction of five regional training centers.
* Renovation and equipping of ten Police Stations and Women and Child Protection Units.

Required Skills and Experience

Education:
* Master’s degree in Engineering, Urban Planning or Civil Works related field, including professional training in infrastructure related project management.

Experience:
* Minimum 7 years of relevant professional development work experience in engineering projects at national and international level.
* Experience with public international organizations, particularly with UN agencies or UNDP in the area of recovery and reconstruction activities.
* Post conflict work experience in civil works – construction, reconstruction and rehabilitation projects setting in the African region.
* Experience with UNDP regulations in procurement of civil works contractors and contract management in the ECOWAS region is an advantage.
* Experience in working with local community groups, security related agencies and ensuring gender sensitive designs in construction project planning and execution.
* Experience in coordinating and reporting on multi donor projects.
* Must have proven technical knowledge in planning, implementation and monitoring multiple civil works projects ensuring quality and timely delivery of outputs.
* Sound and proven technical work skills including good team work, communications and problem-solving skills.
* Experience in use of computer applications in preparation of technical reports

Language:
* Fluency in English, both oral and written, is required
