SCOPE OF WORK:
The Project Manager is responsible for coordinating all aspects of IRC’s health activities under the Swiss Development Corporation and Tellewoyan Hospital Program. The Project Manager will be responsible for managing implementation of program activities. This includes ensuring logistical, administrative and financial activities are conducted well and followed through to completion. This includes liaising with relevant stakeholders and partners, including hospital staff and leadership, county and district health authorities, national and international NGOs and agencies.

The Project Manager will report directly to IRC’s County Health Coordinator in Lofa.

Responsibilities 1. Project Implementation & Planning:
• Directly responsible for all project cycle management processes including: participation, preparation and execution of workplans, organizing training and staff capacity, budget and actual expenditure analysis, and other monthly planning as required (travel, spending, and activities).
• Ensure the project staff adheres to IRC logistics and finance policies and procedures.
• Manage and monitor monthly project expenditure and track budgets to ensure that all spending is in line with approved budgets.
• Develop monthly project spending plan and cash forecasts to be submitted to the Financial Controller
• Ensure project goals and objectives are met within timeline and budget and ensuring high quality.
• Immediately identify, propose and implement in coordination and consultation with the Lofa County Health Coordinator corrective actions to ensure project meets objectives and achieves indicators.

2. Project Monitoring and Evaluation:
• Ensure regular site visits in conjunction with IRC health team to ensure high quality health service delivery and adherence to national protocols and guidelines.
• Monitor project stock and inventory in coordination with logistics department.
• Develop and implement project procurement plans and in coordination with logistics department ensure on time delivery of all goods and services.
o Human Resources Management
o Supervise the IRC health project staff and ensure regular performance evaluations and job description reviews are carried out.
o Participate in national recruitment of project staff.
o Provide leadership, promote professional working relationships, conflict resolution, and manage project staff effectively.
o Partner Management
o Serve as the main focal person in the field for the IRC’s implementing partners and regularly meet and coordinate with partner.
o Review partner activities, expenditures and achievements regularly and monitor performance or partner to achieve the set project’s objectives.
o Reporting and Project Development
o Produce IRC and donor reports as per set schedules (monthly, quarterly and annually) about project activities, indicators and achievements.
o Assess possibilities for future health interventions and contribute to donor concepts and proposals, including budgets, when required.
o Representation and Communication
o In coordination with the IRC Tellewoyan Health Coordinator and Lofa County Health Coordinator will ensure liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and Government of Liberia’s Ministry of Health and Social Welfare at County and District levels are performed.
o The Project Manager will ensure that beneficiaries accountability is respected and that local communities opinions and view are included in project design and implementation.
o Other duties
o The Project Manager will be responsible for safety and security of his or hers team and will liaise with all relevant bodies to monitor security evolution and changes.
o Other duties as per required by the Tellewoyan Hospital Coordinator

REQUIREMENTS:
• A university degree in the field of project management, international development, public health, social sciences, administration, economy, human resources or other relevant topic.
• Minimum 3 year experience of working in remote locations and emergency/post-conflict settings, with a track record in managing primary and secondary public health programs preferred but not required.
• Excellent oral and writing skills in English.
• Computer skills in outlook, word and excel.
• Flexible and able to quickly adapt to the changing environments.
• Must be organized, efficient and able to work autonomously with minimum supervision.

WORK ENVIRONMENT:
The position is placed in a hospitals at the Liberia-Guinea border in Lofa County. The site is difficult to access. Accommodation is based in the IRC’s secure compound and shared between several international staff members. Accommodation provides internet and electricity. Security situation is calm for post-conflict countries.
