Tetra Tech ARD Chief of Party Job Vacancy in Liberia

Tetra Tech ARD (http://www.ardinc.com), a leading international development consulting firm based in Burlington, Vermont and Washington, D.C., is currently accepting expressions of interest from qualified senior level candidates for Chief of Party on a multi-year USAID-funded forest management and biodiversity program in West Africa. The program’s overall goal is to advance the policy and practice of forest resource management and biodiversity conservation in Liberia while supporting the development of livelihood alternatives to forest-dependent communities.

Responsibilities:
This individual shall act as the key liaison between USAID/Liberia and all other public and private sector counterparts, implementing partners, and other donors involved with the program.

The COP’s role covers a range of activities and engages numerous counterparts and participants. The position requires significant coordination skills, broad general and technical knowledge, experience in developing countries, and skills to ensure coherence and consistency under tight deadlines.

The COP’s primary responsibilities are aimed at providing overall leadership, management, and general technical direction of the entire program, ensuring an integrated vision among different components and actors, with a focus on achieving results as defined in the contract.

This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments as required.

In addition, this person will provide programmatic leadership in the engagement of cross-cutting concerns such as public-private partnerships, gender mainstreaming, and ICT applications to promote development objectives under this program.

a) Education Requirements:
The minimum qualifications include a Master’s degree or equivalent in fields directly related to the activities of this program.

b) Experience Requirements:
• At least fifteen (15) years of progressively responsible work experience in managing and implementing development programs with demonstrated strong management and coordinating skills. (An additional 5 years of such experience may be substituted for a Master’s degree in cases for which a relevant Bachelor’s degree is presented)
• At least ten (10) years of progressively responsible supervisory work experience, including direct supervision of professional and support staff and assembling teams of professionals to respond to complex assignments
• At least five (5) years of substantial managerial and technical experience in developing countries with some of this experience in Africa
• Experience working directly with host government counterparts, particularly with top-level ministerial or agency leadership is required
• Experience with USAID programs is preferred
• Experience in post-conflict settings is desirable
• Excellent verbal and written communication skills and analytic skills. The COP shall be fluent in English.
