IBI International, a development consulting firm in Liberia is seeking two IT professionals: IT Management Information Systems Analyst and Advisor and IT Network and Systems Administrator for the USAID Governance and Economic Management Support Program (GEMS). GEMS is a five-year technical
assistance program to strengthen public sector capacity in Liberia.
JOB DESCRIPTION:
IT MANAGEMENT INFORMATION SYSTEMS ANALYST AND ADVISOR
Provide clients with assistance solving computer related problems;
• Test, maintain, and monitor computer systems, including coordinating the installation of computer programs and systems;
• Integrate systems within, and between organizations to increase their usefulness;
• Modify systems to serve new purposes or to improve their effectiveness or efficiency;
• Develop training materials, and train clients at all levels to work with their systems;
• Define the goals of the computer-based system and create flow charts, workflows and diagrams describing logical operational steps of programs;
• Develop, document and revise system design procedures, test procedures, and quality standards;
• Produce and implement training materials in client organizations;
• Design process charts and other information resources to help clients understand, implement and manage the information systems in their organization;
• Review and analyze reports and performance indicators to locate problems, to identify errors, and to inform corrective actions;
• Learn how to develop and improve systems by reading manuals, periodicals, and technical documents;
• Prepare motivations, such as cost-benefit and return-on-investment analyses to help clients make informed decisions on acquisition and adaption of new or modified systems.
Qualifications:
•An undergraduate Information Systems related degree or 3-year technical diploma essential, with a post-graduate degree preferred;
•7 years proven experience in the field of Management Information Systems. Experience in the design, specification and setup of new systems would be a distinct advantage;
•Must have experience at designing, specifying, building and administering management information systems for small, medium and large organisations. Experienced with a number of organizational systems such as Financial Accounting and Management Systems, IFMIS/ERP Systems, Procurement, Asset Management, HR/Payroll Systems, Messaging systems, Knowledge management systems;
•Must Be able to document systems designs, and to communicate these designs to client organisations in simple, non-technical language;
•Experience with donor financial management/capacity building programs and procedures are required;
