The NORWEGIAN REFUGEE COUNCIL( NRC) has its headquarter in Oslo, Norway and has programs and country offices in twenty countries in Asia, Europe, Africa and Latin America.
NRC has been active in Liberia since 2003 providing humanitarian assistance to both Liberians and refugees from neighboring countries.

Job Title : Shelter Supervisor

Being an employee of the Norwegian Refugee Council (NRC) in Liberia, the Shelter Supervisor is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Tasks and Responsibilities
Implementation of activities
• Responsible for implementation of assigned shelter activities directly implemented by NRC in the camps (care and maintenance or construction and site preparations as described below);
• Assist in planning for project implementation (including activity, financial and procurement planning);
• Ensure that records of tools and materials are updated and correct, and that the tools used by the shelter team are safely kept and maintained;
• Ensure cost-effective implementation practices and materials usage in all shelter and infrastructure projects;
• Contribute to introducing new technologies for shelter and infrastructure in the camps;
• Inspect all shelter materials delivered to the camp in coordination with the Shelter Officer and make sure materials received are according to specifications (purchase order/contract) before signing of goods receive note;
• Work closely with any other humanitarian agency engaged in the Refugees sectors;
• Contribute to maintaining accurate site files in the office;
• Perform any other tasks relevant to the position as requested by the Immediate Supervisor.

Construction and site preparation
• Supervise all construction and/or rehabilitation projects for shelter and infrastructure and ensure that all works are in accordance with the design, BoQ’s and specification;
Supervise all works related to site preparation (brushing, felling and cross cutting, clearing of debris, de-stumping and leveling), and plotting of blocks, shelter plots, WASH areas, and other infrastructure in camps;
• Prepare cost and materials estimates for construction works when requested;
• Prepare requisitions and contracts/agreements for contractors and daily workers for shelter construction, site preparation and other infrastructure projects;
• Ensure correct measurement of completion of works and prepare interim and final payment certificates;
• Be proactive in providing technical or management solutions or advice to overcome any issues that arise during the construction process.

Care and maintenance
• Supervise all shelter care and maintenance projects including assessments, community mobilization, and upgrading and maintenance works, and ensure proper participation and contribution of each stakeholder to the activities in the camp;
• Conduct training sessions in care and maintenance for the incentive staff, maintenance committees and shelter beneficiaries in close collaboration with the camp management team as required;
• Design and implement necessary awareness raising activities as part of the participatory process;
• Prepare cost and materials estimates for upgrading of shelters if required;
• Monitor and prepare records of all materials used for upgrading of shelters;
• Prepare recommendations for maintenance works required in the camp, and necessary requisitions and agreements for contractors and daily workers for maintenance projects;
• Ensure correct measurement of completion of upgrading and maintenance work and prepare interim and final payment certificates.

Team management
• Direct supervision of Shelter Assistants for construction and site preparations, or care and maintenance and incentive workers in the camps;
• Assist in the hiring of shelter incentive staff;
• Provide required capacity building of shelter staff, refugee maintenance committees, maintenance monitors, and shelter carpenters;
• Ensure that meetings for shelter incentive staff at camp level are conducted on a regular basis;
• Collaborate closely with other NRC staff.

Monitoring and Reporting
• Give detailed and accurate input to progress reports, donor reports and CAD reports as requested;
• Report on identified gaps, risks and bottlenecks that can obstruct proper implementation of activities;
• Prepare weekly work plans for the team for execution of assigned works;
• Update the shelter monitoring database regularly or as requested;
• Make sure that all logistical and financial procedures related to the shelter projects are adhered to.

Qualifications
• Higher National Diploma in Engineering or other relevant technical field;
• Work experience in the planning and execution of shelter and infrastructure projects for at least 3 years – experience in a humanitarian setting is an advantage;
• Solid work experience in community mobilization programs;
• Proven knowledge of construction, site supervision and materials-quality monitoring;
• Proven ability to use MS Office software (especially Word and Excel) is desired;
• Language: Fluency in written and spoken English is essential; knowledge in French and/or local languages is highly desirable;
• Proven experience in driving motorbike and valid motorbike driving license is a requirement.
