Background
Under the South-South Cooperation (SSC) agreement, signed by the Government of Liberia, the Government of the People’s Republic of China and the Food and Agriculture Organization of the United Nations (FAO), the Government of the People’s Republic of China (GoC) will assist the Government of Liberia (GoL) through the Food and Agriculture Organization of the United Nations (FAO) for a period of two years, under the project – Technical Assistance under the South-South Cooperation (SSC) with the Government of The People’s Republic of China in Support to Liberia’s National Programme for Food Security. The People’s Republic of China will provide Chinese experts and technicians to work with institutions and projects in Liberia through provision of crucial expertise services in crop production, especially rice, cassava and vegetable; livestock and animal health for poultry and pigs; aquaculture; and agribusiness planning. The project will also assist GoL to undertake capacity building for technical and management level staff and topic areas. A Chinese team leader will be posted in the Ministry of Agriculture (MoA), while the experts and technicians will be based at existing institutions identified by the Ministry of Agriculture. The National Project Coordinator will work in close collaboration with the Ministry of Agriculture, FAO and the Chinese Team to ensure achievement of project objectives, mainly to promote food security in Liberia, as provided in the project document, and the Tripartite Agreement.
Responsibilities
Under the general supervision and responsibility of the FAO Representative in Liberia and in collaboration with the Ministry of Agriculture and the Chinese South South Cooperation (SSC)Team Leader, the National Project Coordinator shall serve as the overall project Manager and project team leader with full responsibility to ensure timely and efficient implementation project, and shall be directly responsible for the following lines of duties:
He/ she shall
• Coordinate and liaise with MOA , FAO, the Chinese Team, and development agencies to ensure smooth implementation of the SSC project, particularly on issues related to verification of project sites to ensure full preparedness for project implementation, project management and implementation including project intervention and budget planning and review, organization of trainings and workshops; meetings arrangements , reporting, etc as described in the project document
• In collaboration with project staff, including the Chinese team, plan and organize the project inception workshop, and within first six weeks of project commencement prepare and submit the project inception report, containing a detailed project work plan, budget, final project sites, project beneficiaries and local counter parts identified and the specific tasks to be carried out by project staff at the various project locations;
• Prepare Annual Work Plans and Budgets (AWPBs) on the basis of Annual Review and Planning Workshops;
• Organize in collaboration with the Chinese Team Leader, and participate in, project meetings
• Prepare project reports, including Quarterly and Six-monthly Project Progress Reports,
as well as Annual Reports that summarize project achievements, constraints and recommendations, including relevant additional documentation on technical and/or management aspects; prepare project Draft Terminal Report, not later than four months before the scheduled end of project, which will: (i) assess the extent to which project objectives and planned outputs have been achieved, and the overall progress towards the development objectives; and (ii) present recommendations for any follow-up actions;
Represent the Project in Meetings involving the project; and
• Undertake other tasks which are necessary for the smooth and timely implementation of the project
Qualifications:
At least B.Sc. Degree in Agriculture or related fields, two years of experience in project coordination and management, including budget control, work planning and reporting; high level of written and spoken English. A working knowledge of Chinese would be an advantage.
Duration of Contract: Two Years, with three months probation period
Duty Station: Monrovia, with extensive travel to project locations in the counties
