Program Manager Position Monrovia, Liberia
OIC International (OICI) is the lead organization of a $35 million, five-year USAID Title II Food Aid Development Program (Health, Agriculture and Nutrition Development for Sustainability or “HANDS”) to
reduce food insecurity in Southeastern Liberia and seeks an energetic and thoughtful Program Manager to join its team in Liberia. The Program Manager will be based in Monrovia and will divide equally her/his time between Monrovia and the southeastern counties of Grand Gedeh and River Gee. The Program Manager will manage program implementation and act as a liaison between the program and other relevant stakeholders.
Reports to: Chief of Party
Supervises: OICI Field Staff

Key Responsibilities:
• Manage and oversee all OICI field-based activities related to agriculture, health, nutrition, and education
• Provide strategic guidance to OICI field staff and regularly coordinate with all implementing partners to ensure effective planning, preparation and implementation of program activities
• Ensure timely, efficient program implementation
• Ensure field reports are initiated and completed in a timely manner for on time submission to OICI HQ and USAID through the Chief of Party (COP)
• Collaborate with OICI’s Monitoring and Evaluation (M&E) Manager to monitor and evaluate all aspects of programming
• Liaise with OICI logistics, commodities and finance managers and OICI sub-partners for effective execution
of program goals in consultation with the Deputy Chief of Party (DCOP)
• Liaise with other relevant stakeholders for effective program implementation
• Assist to strengthen and focus field level management (County Teams) to effectively
collaborate with sub-contractors and the Government of Liberia’s County Development Authorities
• Assist with the preparation of annual and semi-annual and weekly reports for HANDS Program stakeholders
• Lead in the preparation and conducting quarterly technical in-house workshops to update field level activities, challenges and the way forward.
• Attend regular sector meetings with line ministries as it relates to the HANDS Program

Qualifications:
• Masters Degree in International Development, Public Health, Administration or other related field
• Must be able to work independently and collaborate with a team effectively
• Excellent written and verbal communication skills
• Strong attention to detail
• Ability to multitask and set priorities
• Ability to cope with extensive travelling and under difficult conditions
• Positive attitude, ability to communicate in a cross-cultural environment, thoughtful leadership, and desire to lead initiatives and take reasonable risks
• Two years of experience working in a developing country, familiarity with West Africa preferred
• International and/or cross-cultural supervisory experience preferred
• Familiarity with USAID programs preferred
• Experience with agriculture, agro-processing, health and nutrition and/or education programming preferred
