General Summary
Deloitte is currently looking for a Team Lead for an anticipated USAID Anti-Corruption program in Liberia. The objectives of the USAID/Liberia Anti-Corruption Project are to enhance the institutional and human capacity of the Liberia Anti-Corruption Commission, which includes support in the areas of investigation, prosecution, education, prevention, outreach, and administration. The objectives of this commission include educating the public in corruption issues, advocating for anti-corruption reforms, and initiating watchdog activities to monitor government decisions and ensure transparency and accountability.

About the Team Lead position:
The Team Lead will manage and supervise project operations, staff, and partners and have overall responsibility for the successful performance of the Project. S/he will provide technical and administrative leadership for the program, ensuring quality and timely delivery. In addition, the Team Lead is expected to provide subject matter expertise in this area.

Responsibilities:
– Manage, provide technical direction, and monitor all project work streams and assure that the overall program is meeting proposed objectives and targets.
– Provide senior technical assistance to the anti-corruption commission and to partner organizations like civil society groups to strengthen their institutional capabilities and coordination with other Liberian government and nongovernmental organizations that have responsibilities for anti-corruption functions.
– Serve as the senior anti-corruption specialist for the project and as the principal liaison with Liberian counterparts in government, at USAID, and with US government representatives in Liberia.
– Supervise and coordinate the work of local program staff
– Supervise and coordinate the work of subcontractors, consultants and grantees by reviewing work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
– Serve as the primary point of contact for the project with USAID, USG partners in country, and other donors. Coordinate program activities with other donor programs.
– Consult with Deloitte Consulting on making decisions related to program activities, contractors, local staff, USAID, other donor organizations, etc.
– Report to Deloitte Consulting on major technical, managerial and financial issues and risks related to the project.

Requirements for Team Lead:
– The Team Lead should have experience promoting anti-corruption reforms in a development setting, preferably in Africa, and should be skilled in suggesting appropriate anti-corruption models from other countries.
– Experience managing USAID-funded projects is desirable.
– Graduate level degree in law, public administration, political science or similar field preferred.
– Directly relevant regional, cultural, and developmental experience are all highly desirable.
– The Team Lead must be fluent in English.
