International Rescue Committee (IRC) Health Program Manager Job Vacancy in Lofa County, Liberia

The IRC is one of the largest health care implementing partners in Liberia, providing direct support to 7 hospitals, 42 primary health care facilities, and primary care services in two refugee camps. In the primary health care facilities the IRC works in partnership with the Ministry of Health and Social Welfare (MOHSW) to roll out the new Essential Package of Health Services (EPHS). In practice this includes administrative, operational and clinical support including support to HR management, provision of all medical and non-medical supplies and equipment, infrastructure maintenance, drug supply chain, regular supervision, quality control, and data collection. The majority of IRC supported clinics are supported through performance-based financing (PBF), which incentivize performance by financially rewarding implementing partners according to the achievement of agreed-upon indicators. Because of the financial implications, these programs are highly demanding in terms of data collection and management, reporting, and donor coordination. The IRC seeks a Health Program Manager to oversee IRC’s support of the EPHS in Lofa County. This includes work with 25 primary health care (PHC) facilities, over two hundred community health workers and new initiatives in school and prison health. The Lofa EPHS Program Manager will be responsible for day-to-day implementation of the EPHS. S/he will supervise the IRC primary health care team in Zorzor, oversee daily function of RBHS program activities, conduct training and capacity building for staff and the county health team, and compile data and information for reporting purposes.
Zorzor is located about 7 hours away by car from Monrovia, the Capital.

Core Responsibilities
• Manage the IRC primary health care team in Lofa with responsibility for supervising team members, scheduling activities, prioritizing projects, conducting training, and undertaking performance reviews.
• Regularly monitor team progress against expected results, and revise workplans where necessary to ensure results are achieved.
• Work with the IRC health logistician and drugs officer to ensure consistent supply of vital drugs and supplies
• Work closely with the IRC database manager to ensure required data from the field is being effectively collected, compiled and analyzed.
• Visit primary health care facilities to oversee service delivery and organization
• Monitor community outreach activities including outreach by community health workers to dispense antibiotics and antimalarials
• Support activities of the County and District Health Teams and work with them to resolve MOHSW human resource and logistical issues.
• Prepare and submit monthly and quarterly reports on Lofa EPHS performance.
• Perform other duties relevant to the implementation of the EPHS project in Lofa county in counsel and coordination with the Deputy Director of Health in Lofa and the EPHS Program Manager in Monrovia.

Qualifications
• University degree. Advanced degree of MPH or MPA preferred.
• At least 3 years experience managing health projects
• At least 2 years experience working in a developing country.
• Ability to lead teams and to use data to gauge progress
• Strong planning and organizational skills.
• Good oral and written skills with excellent English language proficiency.
• Highly proficient in Excel, Word and Powerpoint
• Ability to work on own initiative in a remote and challenging working environment
