plantations. The project will also support the direct delivery of services to children engaged in or at-risk of various forms of child labor and their households in communities where livelihoods are largely dependent on smallholder rubber production. Positions are contingent upon award.
The Monitoring and Evaluation Officer must allocate 100% of his or her time to the project and live in Liberia.
Duties and Responsibilities:
* Lead the design and development of the Performance Monitoring Plan, as well as Monitoring and Evaluation plans at Pact and partner levels as needed.
* Responsible for the development, measurement, and reporting of qualitative and quantitative output, outcome, objective, and goal-level performance indicators with targets for a 4-year program. Develops relevant M&E tools, formats and the leads the provision of M&E specific technical training.
* Responsible for collecting and analyzing baseline and process indicator data and performance reporting. Support program implementation team with adaptive management by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the project.
* Coordinates or leads regular program monitoring visits. Ensures the production of consolidated reports and agreed action plan for follow up response (inclusive of program, finance, grants).
* Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy. Where problems exist support the identification of solutions to challenges faced.
* Monitor data entry process and ensure program is utilizing Pact’s database.
* Responsible for reviewing regular program reports prepared by program staff for submission to USAID.
* Oversees staff conducting in-depth assessments for reporting on program activities.
Qualifications:
* Minimum of 6 years of experience in a leadership position responsible for implementing the project’s monitoring and evaluation activities, including the DBMS, as well as experience with evaluation and research design, data collection and analyses, indicator construction, GIS, curriculum development and computer software i.e. MS Office and database programs.
* Advanced degree in social sciences or relevant field.
* Should be employed by the Grantee, subgrantee, or subcontractor.
* Experience in the monitoring and evaluation of international development projects or one year M&E experience combined with an advanced degree in statistics, public policy, economics, or a related field.
* Experience in strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and familiarity with impact evaluation or similar research methodologies. Knowledge of GPRA is desirable.
* Possesses command of M&E issues with respect to improvements in health and livelihoods programming
* Demonstrates strong analytical skills to measure the health and livelihoods impact of the project’s activities
* Strong communication, writing and organizational skills for monitoring and effective reporting
* Demonstrated leadership or managerial position in M&E. Experience with evaluation and impact reporting to donors (including USAID) and to project managers demonstrating both analytical rigor and practicality.
* Ability to work independently, take initiative and manage a variety of activities concurrently.
* A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
* Demonstrated ability to transfer knowledge through training and mentoring.
* Proficiency in English is required, knowledge of relevant national languages preferred.
* Experience working in Cambodia and/or Southeast Asia preferred. National and/or local staff are encouraged to apply.
