Médecins du Monde (MDM) resumed operations in Liberia in August 2003. A comprehensive and integrated approach has been developed in close partnership with the Bong County Health Team (BoCHT).
TASKS AND RESPONSIBILITIES:
The PHC referent is under the direct management of the Medical Coordinator. He/She supervises a team composed of 3 departments (13 people in total) clinical, reproductive health and community health supervisors.
In charge of ensuring that qualitative health services are available in and around the 10 supported Primary Health facilities as delineated in the Basic Package of Health Services and planned for in the Bong County Health Plan.
He/she will supervise the implementation of the various programme components related to primary health care within the time frame set and ensure smooth collaboration with the Bong County Health team.
He/She will be in charge of the PHC team management and reorganisation towards rationalization & effective integration of the OB / CHT components & team in the PHC department.
More specifically:
1.Supervision of Primary Health Care activities :
• Ensure adherence of the availability of the health services in each supported health facility to the Basic Package of Health Services.
• Ensure and supervise the implementation of the community health component
• Implement and ensure availability of qualitative laboratory services in the supported facilities
• Support the extension & supervise HCT/PMTCT activities in the facilities
• Improve the detection, screening, care and treatment of SGBV cases in clinics with a greater emphasis and involvement of MDM supervisors on SGBV (in collaboration with other referents)
• Ensure the right staffing of the supported facilities
• Support the Medical coordinator on the process of upgrading the 3 clinics into health centers which should involve management of human resources issues, provision of medical equipments and appropriate medical care
• Support the referral system between clinics, health centers and hospitals
2.Capacity building of the Bong County Health Team
3.Team management and capacity building :
• Ensure good management of the wide PHC team (Clinical team, Reproductive Health team and community health team) in the planning and daily activity
• Supervise the PHC staff in the clinics supervision, supervision of Community health system and stakeholders
4.External relations and reporting :
• Ensure good collaboration with the county health team and other stakeholders through participation in regular meetings
• Participate in the elaboration of the various report for internal and donor purposes
• Attend and contribute to MDM internal and health related external meetings
Education and Experience :
• Medical Doctor, Nurse or Midwife with knowledge in public health
Qualities required :
• Previous participation in medical program in Africa or in any post conflict situation
• Ability to supervise and manage a team
• Strong management skills
• Experience in capacity building and skills transfer (including to local authorities)
• Understanding and interest in community health system
• Understanding and interest in collaboration with national authorities
• Good organization and communication skills
• Strong commitment to the organization and its values
Starting: ASAP
Duration: 6 to 12 months
Contract: VOLUNTEER (French law)
Monthly allowance: 915 euros / months (+ perdiem)
