Background Information – Kenya Kenya Operation Centre (KEOC)
 The UNOPS Kenya
Operations Centre (KEOC) manages more than 60 projects in around 10 countries
of eastern and southern Africa. UNOPS in Kenya helps partners achieve their
project goals in sectors including: governance, education, health, the
environment, grant management and rural development. 
Background Information 

Job-specific 
Reporting to the Team Leader, Project Management Office, under the
guidance and supervision of the Project Managers and Head of Country Office in
Liberia, and working closely with other KEOC personnel, the Project Support
Officer (PSO) provides project assurance and project support as delegated by
the relevant Project Board(s) and/or Project Manager(s) as applicable, ensuring
high quality, accuracy and consistency of work. The incumbent is responsible to
abide by security policies, administrative instructions, plans and procedures
of the UN Security Management System and that of UNOPS.
Functional
Responsibilities

are some of the functionalities
.
Project
Management Support
  • Supporting
    project managers with the preparation of project documents for submission
    to the KEOC Director / Deputy Director for his/her approval; in particular
    assist with the preparation of internal and external project reports;
  • Managing
    information flows and overseeing change controls, risk registers and issue
    management; document and feedback lessons learned and best practices;
  • Supporting
    the project planning process;
  • Maintenance
    of all supporting project financial documents for audit and review
    processes;
  • Entering
    accurate data in UNOPS Enterprise Resource Planning software, ATLAS;
  • Continuous
    monitoring of the project quality indicators and monthly health check of
    the supported projects to the Project Manager;
  • Ensuring
    that project ?blue files? (mandatory auditable project documents) and
    other relevant project documentation in hard and soft copy are up-to-date;
  • Coordinating
    with other KEOC units to accomplish project objectives, especially
    including the Programme Support Unit on administrative, human resources
    and procurement matters;
  • Contributing
    to knowledge networks and communities of practice;
  • Management
    of KEOC ATLAS projects and/or work packages as required
Operational
and Logistic Support
  • In
    consultation with the PM, donors and clients, prepare amendments of
    Agreements and Budget revisions when applicable;
  • Review
    input of financial information, expenditures etc in ATLAS. Proactive
    identification and resolution of issues in consultation with the Project
    Managers.
  • Ensure
    conformity of project disbursement requests with procedures, work plans,
    and availability of resources for expenditure;
  • Receive
    and review Request for Personnel Action (RPA) forms to confirm
    availability of funds and verification of corresponding Certificate of
    Approval (CoA) prior to final review and approval;
  • Assist
    the PM in preparation of Terms of Reference (ToR) for required inputs in
    the projects (staff, individual and institutional consultancy services,
    procurement of goods and services, design of grant funds, organization of
    training, seminars, etc.), with expert and/or client support as required;
  • Coordination
    and participation in recruitment processes together with the Human Resources
    Unit, including but not limited to preparation of Interview Minutes,
    Request of Award, issuance of personnel contract and contract management
    and administration;
  • Providing
    induction briefings to newly recruited staff and render support to
    consultants in the course of their assignment;
  • Supervise
    and review submissions for Contracts, Purchase orders, Waivers and related
    documents prior to final approval;
  • Prepare
    budget forecast and periodic financial reports for the Management and
    donors.
  • Liaise
    with finance and logistics/procurement cells in tracking commitments and
    disbursements.
  • Coordinate
    with the Logistic officer on all transport, inventory and procurement
    issues in for direct support of the project and in support of PM.
  • Provide
    training support to personnel in support services to ensure compliance
    with FRR and procurements procedures;
  • Participate
    in periodic visits to the project sites, and any sub-offices to review
    compliance with recognized procedures.
  • Establish
    and monitor an internal control system

Education/Experience/Language
requirements
Education
Masters degree in Accounting/Finance/Business Administration or other related
field (additional years of relevant work experience, preferably in combination
with a relevant bachelors degree, may substitute for the requirement of a
masters degree)
Experience
Minimum five years of progressively responsible work experience in the field of
project management, finance, accounting, audit, administrative services or
other related field. Language Qualification Excellent in written and spoken
English
Certifications
PRINCE2 or equivalent project management qualification is an asset Contract
