Ibis Emergency Education Advisor Job Vacancy in Liberia

IBIS is looking for a qualified Emergency Education
Advisor to provide technical expertise to the ‘Support to Ivorian Refugees and
Host Communities’ project, which forms a component of IBIS’ Education for
Change Thematic Programme in Liberia.
Support to Ivorian Refugees and Affected Host
Communities: The project objective is to provide support to Ivorian refugees
while assisting host communities to cope with and recover from the refugee
influx. Quick impact skills training for youngsters from both groups is a major
component of the project, which will be implemented in refugee affected communities
and Refugee Camps in Grand Gedeh and River Gee Counties in South-Eastern
Liberia. IBIS considers the position to be an exciting career opportunity for a

Background: IBIS works for a just world, in which
all people have equal access to education, influence and resources and are able
to influence the decisions that affect their lives. IBIS has implemented
education projects in the marginalised South-East of Liberia since 2005, with
focus on complementary education activities including access to quality
education, upgrading of teachers’ professional capacity, and support to young
people’s literacy and skills training needs as well as civil society’s participation
in the education sector. IBIS’ work is based on a rights-based approach and
takes its departure from constructive, capacity building partnerships with
local Government, NGOs and Civil Society Organisations (CSOs) and has the aim
to develop and increase these partnerships in the near future, in order to
minimise IBIS’ direct activity implementation.
The Support to Ivorian Refugees and Affected Host
Communities project is a supplement to the current Reintegration & Recovery
Programme (RRP III) which covers five sectors: infrastructure, WASH and
agriculture (implemented by Welthungerhilfe); SGBV (implemented by Medica
Mondiale) and education (implemented by IBIS).
Key responsibilities of the Emergency Education
Advisor: The Education Advisor will manage the daily planning, implementation
and monitoring of the SIRHC project. This position will have responsibility for
human and financial resources related to the project and report directly to the
Education Programme Director.
Key responsibilities include:
 • Provide
leadership, direction, technical guidance and motivation to the SIRHC team and
monitor the project’s progress to ensure that goals and objectives are met in
an approach that gives focus to quality and addresses the needs of the target
group.
• Ensure that the project is effectively integrated
within IBIS’ overall Education for Change Thematic Programme and is closely
linked to the Reintegration & Recovery Programme (RRP III), particularly in
relation to strategic decision making, shared staffing and monitoring
processes.
• Provide field support for the implementation of
and adherence to operational and management procedures outlined in IBIS’
policies.
• Manage the project budget and related financial
procedures and responsible for submitting quarterly narrative and financial
donor and internal reports & transfer requests to the Education Programme
Director in accordance with the required formats of IBIS and donors.
• Ensure an effective coordination of the
logistical aspects of the programme management and implementation of
activities.
• In collaboration with the Education Programme
Director, ensure that strategic education learning is documented, that lessons
learned are taken into account in the development of future project strategies
and that key education advocacy messages are identified and advocated for at
local and national level.
• Lead IBIS’ role in maintaining good working
relationships with the SIRHC partners and Government authorities and
participate in joint agency assessments, task-force teams, workshops, etc.
• Play an active role in the Country Management
Team, contributing to learning, strategic thinking and practical
recommendations for the continued development of IBIS’ education work in
Liberia.
The position will be based in Zwedru, Grand Gedeh
County, with regular travels to other Counties in the South-East as well as to
the Country Office in Monrovia.
Qualifications and experience:
The successful candidate should have:
• A relevant degree, preferably with technical
experience in both formal and non-formal education.
• At least two years practical field experience
working for an international NGO with youth and with refugees/displaced persons
at the level of project management.
• Practical experience in management of personnel,
strategic planning, financial planning and control systems as well as the
ability to contribute to a team building environment.
• Demonstrated high level of conceptual and
analytical thinking skills and excellent strategic programme development
skills.
• Practical experience with and a good
understanding of teaching, training and pedagogical methodologies, particularly
within the context of education in emergencies. High level skills as a trainer
with experience developing and delivering training to a varied audience.
• An understanding of protection issues, conflict
resolution and of the traumatic impact of violence and displacement upon
individuals and communities.
• Good interpersonal skills, the ability to
communicate clearly and effectively and build relationships at all levels,
taking into account cultural and language differences.
• Excellent skills in written and spoken English
and the capacity to communicate often complex and sensitive issues to a wide
and varied audience. Knowledge of French is considered an asset.
• Ability to maintain performance expectations in
diverse cultural contexts, psychologically stressful environments and physical
hardship conditions with limited resources.
 • Working
knowledge of political, economic, social and cultural development of West
Africa is an advantage.
Terms of employment:
• Initial contract period February 2013-February
2014
• Due to the prevailing situation in the South-East
of Liberia the post is not considered suitable as a family post.
 • The terms
and conditions for the position follow ‘Regulations for Expatriates assigned by
IBIS’. IBIS’ salary package for category 2 includes a monthly basic salary of
DKK 21,634.65, a monthly pension contribution of 10% of the basic salary and a
monthly gratuity allowance of DKK 1,500.00 (payable after expiry of contract).
Furthermore, IBIS offers payment of an allowance to cover expenses in
connection with expatriation and repatriation, provides an unfurnished housing,
payment of outward and return travel as well as an insurance package. Quarterly
rest and recreation trips.

number of travels.
