Organizational Setting and Reporting
This position is located under
Integrated Support Services (ISS), UNMIL. The CISTTO reports directly to Chief
ISS. There is a functional reporting relationship to the Division for
Geospatial, information and Telecommunications Technologies (DGITT) at UN
Headquarters.
Responsibilities
  • Within
    delegated authority, the Chief Information Systems and Telecommunications
    Technology Officer (CISTTO) will be responsible for the following duties:
  • Provides
    policy guidance to Senior Management of the mission, on conceptual
    strategy development and management of the implementation of overall
    strategies, policies and procedures.
  • Plans
    and oversees the management of activities undertaken by the CITS Service;
    coordinates with DGITT, and other Field Missions on matters related to
    CITS operations and support; ensures that substantive work programmes and
    programmed activities are carried out in a timely fashion, coordinating
    divers projects in the Service.
  • Manages,
    supervises and carries out the work programme of the Service under her/his
    responsibility; coordinates the work carried out by the Service; provides
    programmatic and substantive reviews of drafts prepared by others.
  • Plans
    and prepares the inputs for the work programme of the service; provides
    leadership, guidance, and mentoring for the senior staff and fosters
    teamwork and improved communications among all staff of the service; leads
    the development of training modules and other training activities in all
    aspects of ICT; coordinates and oversees delivery of ICT training to staff
    and other users in the mission.
  • Takes
    the lead in the preparation of the mission’s ICT budget; coordinates the
    generation of reports to the relevant HQNY finance and budget review
    bodies as required.
  • Ensures
    that the outputs produced by the Service maintain high-quality standards;
    that reports are clear, objective and based on comprehensive data; ensures
    that all outputs produced by the Sections under his/her supervision meet
    required standards before completions to ensure they comply with the
    relevant mandates.
  • Serves
    as the main liaison, and represents the service, with its clients; negotiates
    and coordinates with relevant national authorities with respect to ICT
    policy and related matters; ensures effective coordination with various UN
    agencies in order to maximise possibilities of inter-agency collaboration
    in the field of ICT.
  • Manages
    the acquisition of goods and services; coordinates needs assessments and
    the establishing of benchmarks, and the preparation of SOWs and RFPs in
    coordination with the Procurement office to establish and manage
    contracts.
  • Ensures
    proper inventory control and asset management of ICT systems and services
    in coordination with the mission’s Property and Inventory Control Unit.
  • Serves
    on various committees and review bodies within the mission as required.

and, where applicable, inter-mission projects in conflict and post conflict
areas; knowledge of administrative, budgetary, financial, procurement and human
resources policies and procedures including INSPIRA; ability to provide
specialized advice on a broad range of ICT issues to the Senior Management of
the Mission; ability to produce reports and papers on technical issues and to
review and edit the work of others; ability to apply UN rules regulations,
policies and guidelines in work situations, shows pride in work and in

Education
Advanced university degree (Master’s
degree or equivalent) in Telecommunications, Information Systems and Technology
or related area. A first-level university degree in combination with two (2)
years qualifying experience may be accepted in lieu of the advanced university
degree.
Work Experience
At least ten (10) years of progressively
responsible experience in analysis, planning and design of ICT Technology
systems is required, including at least five (5) years of experience in UN
Field Missions at a managerial level is desirable. Proven track record of
managing and delivering highly complex projects, and experience in integrating
large-scale IST and Telecommunications Systems is required. Knowledge of UMOJA,
FSS, iNeed, INSPIRA, IPSAS and light foot print is desirable.
Languages
English and French are the working
language of the United Nations Secretariat. For this post fluency in English
(both oral and written) is required. Knowledge of another UN official language
is desirable.
Assessment Method
Evaluation of qualified candidates may
include an assessment exercise which may be followed by competency-based
interview.
