Chemonics Chief of Party Job Vacancy in Liberia

Chemonics seeks a chief of party
for an anticipated USAID-funded revenue generation program in Liberia.This
program aims to build the capacity of targeted institutions within the Liberian
government to improve domestic revenue mobilization. It will support Liberia’s
Ministry of Finance and Development Planning in building capacity to formulate
sound, predictable, and fair revenue policies. Additionally, the program will
build the ability of Liberian tax officials to effectively, efficiently, and
transparently implement policies and carry out revenue collection.

Program
activities will engage stakeholders at various levels, providing education on
taxes and their benefits, building tax morale, increasing voluntary compliance,
and fostering greater trust between taxpayers and the government. The chief of
party will be based in Monrovia.
We are looking for individuals who have a passion for making a difference in
the lives of people around the world.

Responsibilities include:

  • Provide overall project leadership, management, and
    strategic technical direction
  • Serve as the project’s primary liaison with USAID,
    Liberian government officials, key stakeholders, and other local partners
  • Supervise a diverse professional team, including project
    personnel and subcontractors

Qualifications:

  • Bachelor’s degree required; degree in economics, public
    finance, tax policy, public administration, law, or other relevant field
    strongly preferred
  • Minimum 15 years of experience working on donor-funded
    development projects in post-conflict or fragile states
  • Strong command of skills and methods for fiscal policy
    analysis, revenue forecasting, and other analytic techniques, as well as a
    practical knowledge of revenue administration principles and practices
  • Direct experience with implementing tax/fiscal policy
    and administration projects is highly desirable
  • Excellent writing skills, effective interpersonal
    skills, outstanding management skills, resourcefulness, flexibility, and
    creative problem-solving and ethical management skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
