Purpose and context of the position:

Strategy development, research, advocacy and support to partners for international and European advocacy efforts and for developing the connections between the assigned program and the broader priorities of OSI/RWI. Work is carried out independently/under general supervision.

Essential Duties and Responsibilities:
• Maintain a strategic overview of the range of Revenue Watch’s work, help to select core advocacy priorities and support their implementation as advised by the Director of Advocacy;
• Responsible for Europe-based advocacy, including representation and participation;
• Support advocacy on priority topics in other regions (including Africa, Latin America, MENA) directly and through support to local and international partner organizations;
• Undertake research, develop policy positions and produce briefings and other advocacy materials, in close collaboration with other RWI staff;
• Ensure that this advocacy is congruent, complementary to, and, where appropriate, linked up to national, regional and international efforts and those of our partners;
• Identify future advocacy priorities jointly with Director of Advocacy, the Deputy Director and the Executive Director;
• Organize meetings to raise issues and advance partner and project advocacy goals;
• Work with communications personnel to ensure connections between media strategy and advocacy plans, and work to gain appropriate profile and coverage of RWI and priority issues in social and traditional media;
• Monitor and evaluate existing advocacy efforts on a range of priority topics;
• Monitor influential government and IGO positions on selected matters of interest, including identifying types of information that should be monitored;
• Identify, cultivate and expand a network of contacts throughout our network, including donors, NGOs, government officials, regional and international organizations , academics, and journalists;
• Work with Revenue Watch staff to think through advocacy development and impact measurement, ensuring that lessons learnt are captured and shared;
• Develop funding proposals and report to donors;
• Efficiently manage all stages of advocacy and coordination of the work flow;
• Other duties as assigned.

Qualifications:
• Minimum Bachelor’s degree (B.A.) from a four-year college or university (or equivalent) and extensive relevant experience and/or training; or equivalent combination of education and experience;
• Experience in project management , including managing consultants and developing and managing project budgets;
• Strong background with programs advancing social justice through advocacy, community organizing, legal advocacy, research or policy reform work.

Skills Required:
• Effectively manage to work efficiently in a fast-paced environment, troubleshoot and follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting;
• Excellent written, verbal, organizational, analytical and interpersonal skills;
• Excellent computer skills, proficient in Microsoft Office and experience with internet research and database management ;
• Exercise good listening and communication skills with sensitivity to cultural communication differences;
• Effectively work as a team member and independently, with a high-level of self-motivation and ability to set and meet goals;
• Show discretion and ability to handle confidential issues;
• Knowledge of key organizations and networks active in the field;
• Pleasant, diplomatic manner and disposition in interacting with colleagues and the general public;
• Travel will be required;
• Perform other duties as assigned.

Work Environment and Physical Demands:

Program Specific Requirements:
• Experience with policy related advocacy within institutions of the European Union and national institutions of its member states;
• Experience developing country contexts of working with local partners to promote policy and other advocacy objectives;
• Strong research and analysis skills, exceptional attention to detail;
• Strong communication skills, including in research and speaking;
• Personal commitment to improving the use of, and accountability for, public resources;
• Ability to combine attention to detail whilst driving towards the overall goals of a program;
• Skills in effective documentation and communication of project progress and learning;
• Experience conducting monitoring and evaluation especially in relation to assessing the impact of advocacy.

Desirable skills:
• Fluency in at least one additional language to English (especially French, Spanish, although other languages would also be an asset such as Arabic, Russian, Bahasa, Portuguese, Mandarin etc.);
• Experience with transparency and accountability advocacy efforts in the extractive industries sector;
• Experience with advocacy capacity building and training, especially in Africa, Latin America.

Start date: 01 April 2012
Compensation: £43,000 – £46,000. Excellent benefits package.
