Manager

Duration: 3 months, more if funding available.





Context
  • In
    line with the 2017 Humanitarian Needs and Requirement Overview for
    Nigeria, more than 8 Millions of people require humanitarian assistance,
    especially located in the Northeastern part of Nigeria, Borno, Adamawa,
    and Yobe.
  • Tdh,
    present in the South West of Nigeria since 2009 through child protection
    activities decided to launch an analysis of the situation, with a specific
    focus on Child Protection, Health and WASH, in the aim to extend its
    activities to participate to the humanitarian response in the Northeastern
    part to support the populations affected by the drought, famine and
    insurgency.
General
Description
  • Based
    in Maiduguri, under the direct responsibility of the Country delegate and
    with the support of the head of logistics in HQ, you will be responsible
    for:
  • Ensure
    the respect of TDH and donor Logistics guidelines (management of purchase,
    stock, supply, equipment, vehicle) on Nigeria mission Support the
    development of the coordination office in Maiduguri and implement the
    procedures and relationship with the field bases
  • Opening/shut
    down at logistical level any TDH base in the country and ensure their regular
    maintenance S
  • upervise
    and provide a logistical support to the different TDH bases and projects
    run into the country
  • Ensure
    the respect of TDH security guidelines on the Nigeria mission
  • Coordinate
    the logistics activities all over the mission by being in support and in
    close collaboration with the project staff and the support staff
  • Manage
    directly the logistics coordination national staff Report on regular basis
    about all logistics activities within the mission to the Country delegate
Specifications
   

Representations:
  • You
    are the direct interlocutor of Terre des homes towards providers and
    companies, for all issue related to logistics and security
  • You
    participate actively to logistics and security coordination and
    information meetings (NGO coordination, etc.)
General
Coordination:
  • Setup
    coordination routine system (meetings, reports, situation points, etc.) to
    ensure a smooth diffusion of relevant information (logistics) at the
    mission level
  • Manage
    logistics support in collaboration with logisticians and advice
    specifically to the Project team on regular basis. Frequent movement have
    to be expected between the different bases
  • Ensure
    a pro-active link between the field (needs) and logistics team (needs
    & support) and play a continuous interface role
Purchase
Management:
  • Ensure
    the respect of TDH (and donor if required) purchase procedure
  • Identify
    and plan the Nigeria mission purchases in collaboration with the project
    managers and technical advisors
  • Ensure
    the quality of the purchases and the delivery deadlines
  • Follow
    up the order/purchase until delivery
  • Ensure
    regular purchases follow up in close collaboration with the Administration
    Department for down payments and monthly budget follow up
Stocks
Management:
  • Ensure
    the respect of TDH (and donor if required) stock management procedure
  • Manage
    regular inventory (monthly, quarterly, yearly) for the different items
    stored within the Nigeria mission
  • Plan
    the stock supplying according to local constraints
  • In
    charge of the warehouse management and control system
  • Ensure
    the security and the follow up of the equipment used on the Nigeria
    mission (identification, inventory, affectation)
  • Ensure
    the security and the follow up of the communication and IT equipments (and
    supplies) on the Nigeria mission (identification, inventory, affectation)
Vehicle
Management and Maintenance:
  • Ensure
    the respect of TDH (and donor if required) vehicle management procedure
  • Supervise
    the general follow up of the Nigeria mission vehicles (consummation
    checks, movement planning, etc.)
  • Ensure
    a regular maintenance on the different vehicles of the mission (fleet
    follow up, service maintenance contract with suppliers)
  • Handle
    transport contract negotiation with suppliers and follow up
  • Define
    the more relevant means of transport for goods delivery and process the
    administrative formalities related to (by road, by plane, by boat, etc.)
Security
Management:
  • Ensure
    the respect of the security guideline adopted on the mission, the good
    functioning of the relative tools and process and the correct use and
    acknowledge from all the members of the mission (national &
    international staff) in close links with country delegate
  • Work
    in close collaboration with the country delegate for all security issues
    (security guidelines updates, geopolitical follow up, incident reports and
    analysis);
  • Attend
    to interagency security meetings
  • Ensure
    that every single incident is reported as fast as possible to the country
    delegate
  • In
    charge of the general security on the mission during country delegate
    leaves of absence (in close collaboration with HQ)
Team
Management:
  • Ensure
    strict application and respect of the Internal Regulation by your related
    staff, support the HR coordinator to define/adjust rules taking into
    account the specific context of the Nigeria mission (security, social
    life, leaves, etc.)
  • Ensure
    a good communication – coordination – information level of each member of
    its team through regular coordination meetings (or other if needed)
  • Be
    aware on the personal and professional evolution of each member of its
    staff, and its development within the mission: individual interviews, oral
    and written evaluations
  • Ensure
    conflict resolution (personal and professional) within its team and inform
    the Country delegate and the HR coordinator
  • Define
    with each member of its staff its action plan and delay for reaching
    defined goals (IAP)
  • Support
    and advise its team in the implementation of its IAP
  • Ensure
    feed back towards its team about issues potentially raised by them
  • Propose
    relevant needed adaptation to the organisational chart of the mission and
    contribute to its implementation (job descriptions, etc.), in
    collaboration with the Country delegate and the HR coordinator
  • Support
    its staff in their management duty: coordination meetings, individual
    interviews, etc
Reporting:
  • Centralize
    all logistics information available on the mission and consolidate a monthly
    report (into the proper reporting form) to be delivered to the Country
    delegate & the HQ Technical Referent
  • Provide
    regular reporting on your activities to the Emergency Coordinator upon
    his/her solicitation (coordination meeting, workshop meeting, etc.)
  • You
    provide the desk officer with a mission report and/or handover document at
    the end of your contract
  • Debriefing
    at HQ at the end of your mission (and during Home-Break)
  • Participate
    to the monthly situation report (SITREP) by providing relevant data
    related to your position
Child
Safeguarding Policy:
  • Commit
    to respect the Child Safeguarding Policy. Signs the Code of Conduct.
  • Report
    serious cases of abuse on children identified by the Child Protection team
    to the Country representative. Strict confidentiality must be respected.
Profile
Required
  • High
    degree diploma is recommended in Logistics
  • English
    mandatory (oral and written).
  • Strong
    interpersonal and intercultural skills
  • Professional
    experience required: 2-5 years
  • Experience
    in NGOs required: 2-5 years
  • Strong
    experience in the related field (minimum 3 years)
  • Experience
    in NGO necessary, preferably in emergency context
  • Ability
    to work under high pressure with a great level of personal organisation
General
Conditions    
  • Swiss
    salaried contract 2’950 CHF (2,550 €) < > 4’300 CHF (3,700 €) net
    /month according to experience x 13, Holidays: 25 days per year. Local
    accommodation and transportation, Health insurance, accident and medical
    repatriation insurance, return flight.
