The Health Information Systems Advisor’s primary objective is to provide expert advice and technical assistance to Tanzania, United States Government (USG), Government of Tanzania (GOT), and other local partners on health information systems management projects implemented to support and enhance Tanzania public health improvement activities supported under PEPAR, the Global Health Initiative (GHI), and other approved funding initiatives.
Duties and Responsibilities:
• Assist the immediate supervisor and senior leadership in providing support services to satisfy the overall operational objectives of the organization’s mission in Tanzania.
• Serve as the Tanzanian lead expert in health information systems and PEPFAR Tanzania program monitoring systems.
• Collaborate with Phones for Health on the development and implementation of the information system components and coordinate with MOH and in-house database administrator.
• Consult with the Monitoring and Evaluation of Emergency Plan Progress (MEEPP) on the development and implementation of PEPFAR/Tanzania program monitoring system to assist in monitoring HIV/AIDS prevention, care & treatment activities.
• Consult with University Computing Centre (UCC) and National AIDS Control Program on the development and modification of existing national databases for HIV/AIDS in Tanzania.
• Collaborate with Zanzibar AIDS Control Program (ZACP) and provide advice on the development and implementation of its databases for HIV/AIDS activities.
• Consult with PEPFAR Tanzania programs on the use of personal digital assistants (PDAs) for data collection by the MoH and work with Information Technology Services Office and / or Tanzania Information Technology staff on the definition and development of software for the PDAs.
• Assist Tanzanian management staff with the monitoring of the cooperative agreement with UCC on the use and modification of the national antiretroviral therapy (ART) database system.
• Provide leadership in developing trainings for Tanzanian program staff, PEPFAR Tanzania, and MOH, on the use of data, as appropriate.
• Serve as the PEPFAR Tanzania Country Operational Plan Reporting System (COPRS) Administrator and provide leadership of entering data into COPRS and / or into the PEPFAR Records Organization Management Information System (PROMIS) during COP season.
• Participate in the PEPFAR Tanzania Strategic Information Interagency Technical Working Group and provide leadership on HIS related issues. Participating may include project management and coordination activities as provided by the contract’s technical point of contact.
• Attend other meetings and conferences as needed and directed by the Technical Monitor and /or Technical point of contact
• Provide leadership, guidance, and mentorship to strengthen Tanzania’s efforts to build the capacity of Tanzania staff on health information systems strengthening activities.
Key Qualifications:
• Graduation from an accredited university with a Bachelor’s degree with additional graduate level coursework preferred.
• At least 5 years of experience working with structure and operations of the health care delivery at the national, provincial and regional level in international settings required.
• At least 5 years public health experience in developing, implementing and health systems strengthening or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
• Five or more years of experience in public health, HIV/AIDS and international development in resource-limited settings.
• Two or more years working with host government Ministries and institutions in Tanzania preferred.
• Substantial knowledge of PEPFAR preferred.
• Excellent time and project management skills.
• Level IV English proficiency required.
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Level I Kiswahili proficiency (preferred).
• Prior experience working in Tanzania (preferred).
• Willingness and ability to work full-time and to be located in Tanzania strongly preferred.
