Background
With a view of enhancing the effectiveness of development cooperation, UNDP Tanzania provides capacity strengthening of the Government of Tanzania and the Revolutionary Government of Zanzibar in aid management and coordination.

While the DPG Secretariat hosted at the UNDP Tanzania currently provides advisory, analytical, and coordination support to the Development Partners Group (DPG) structure in Tanzania (which covers both the Mainland and Zanzibar) as well as support to the PO-FEDP in Mainland, matters related to aid coordination and management in Zanzibar is managed by the Revolutionary Government of Zanzibar (PO-FEDP in Zanzibar). In this regard, the PO-FEDP has its own aid management process, procedures, and systems. The aid context in Zanzibar differs from that of the Mainland in that significant challenges had been noted with regard to the effectiveness and capacity of aid management and coordination systems. In this context, Revolutionary Government of Zanzibar seeks to recruit the services of a Capacity Building Specialist (Aid Coordination – Zanzibar) to support the Revolutionary Government of Zanzibar on issues related to aid management and coordination in Zanzibar.

Under the direct supervision of the Commissioner for the External Finance Department of the President’s Office-Finance, Economy and Development Planning in Zanzibar, the Capacity Building Specialist (Aid Coordination – Zanzibar) will support the Revolutionary Government of Zanzibar in facilitating the national efforts for the development management and aid effectiveness. Given that the donor coordination is supported by the DPG Secretariat hosted in the UNDP Tanzania, the specialist will work closely with the DPG Secretariat on issues related to donor coordination and dialogue with development partners in Zanzibar.

Duties and Responsibilities
Summary of Key Functions:
Policy advisory support to the President’s Office-Finance, Economy and Development Planning (PO-FEDP) on effective management of aid and development management process.
Provide capacity strengthening support to the PO-FEDP in the areas of aid coordination and management
Technical support to sector on aid coordination and harmonization.
Technical support in strengthening collaboration on aid coordination and management between the Union Government and the Zanzibar Government.

Policy Advisory Support to the PO-FEDP on effective aid and development management:

Provide advisory support on the efforts to strengthen the Government systems and procedures for effective aid management, including mechanisms and process to integrate external resource into national process and implementation of the JAST principles.
Further support to the proper functioning of the Aid Management Information System and support its integration with the existing public financial management systems in Zanzibar.
Develop draft policy document outlining RGoZ position in key aid effectiveness issue

Capacity Strengthening Support:
Providing capacity strengthening support to the PO-FEDP in facilitating articulation of capacity development needs and drawing up on capacity development plan for effective aid management.
Providing capacity strengthening support to the PO-FEDP in effectively leading and managing the aid management and effectiveness agenda (i.e. PER, JAST, etc.).
Providing insight and access to best practices and exposure to various innovations and initiatives in facilitating effective aid management process.
Contribute to knowledge development for the PO-FEDP on issues related to aid reforms.
Actively engaging in the efforts on strengthening national public financial management systems and linking into the external resource management.

Technical Support to Sector on Aid Coordination and Harmonization:
Strengthen overall Government capacity on aid coordination and harmonization through advisory and technical support provided to MDAs in terms of effective aid coordination at sector, establishing and managing SWAps and sector dialogue, and linking the sector-level coordination to the overall aid effectiveness agenda.
Facilitating information sharing and best practices with MDAs on the issue related to aid coordination and harmonization at sector/thematic level.

Technical Support in strengthening collaboration on aid coordination and management between the Union Government and the Zanzibar Government:
Providing technical support in facilitating collaboration on aid coordination and management between the Union Government and the Zanzibar Government, including ensuring linkages of the aid management systems and procedures
Providing technical support in facilitating dialogue between the Union Government and Zanzibar Government on the issues related to aid effectiveness agenda.

Analytical Capacity strengthening
Increase ability of the Government to use available sources of Data to produce useful analysis of distribution, volume and effectiveness of data.
Improved dissemination of information about aid to all stakeholders

Communication with stakeholders in Zanzibar
Working closely with the DPG Secretariat, analytical and technical support to the PO-FEDP on issues related to donor coordination and dialogue with Development Partners.
Advisory support to strengthening the structure of dialogue for Zanzibar’s development cooperation and management
Provide options for improved regular communications with Development Partners including dialogue structures in Zanzibar
Make recommendations for engaging Development Partners and Civil Society in Aid effectiveness and aid policy dialogue in Zanzibar

Required Skills and Experience
Education:
Master’s level in Economics, Business Administration, International Development, or any other relevant fields.

Experience:
Minimum 7 years of relevant experience, including demonstrated experience in a developing country working successfully on aid management issues.
Prior work experience in development partner’s community, including multilateral development agencies. Knowledge of the mandate and role of the UNDP in aid coordination.
Familiarity with the aid context and development process in Tanzania

Language:
Fluency in English.
Knowledge in Kiswahili is desirable
