Organizational Development and Monitoring and Evaluation Advisor (Local Hire) Job Vacancy in Tanzania

The Tanzania Institutional Capacity Building (TZ-CB) Project, funded by the Centers for Disease Control and Prevention (CDC) provides institutional capacity support to local partners in developing leadership, management and planning capacity in order to support high-impact, sustainable programs to respond to the
HIV/AIDS.

Overall Responsibilities:
Under the guidance of and reporting to the Senior Capacity Building Advisor, the Organizational Development (OD)/Monitoring and Evaluation (M&E) Advisor is responsible for planning, coordinating and delivering technical assistance (TA) in organizational capacity building and monitoring and evaluation to selected public institutions with which the Tanzania Institutional Capacity Building (TZ-ICB) project is working. (S)he is also responsible for overall project monitoring and evaluation and compilation of periodic reports as per donor and MSH requirements and is responsible for the direct supervision, coaching and mentorship of the project coordinator. The OD/M&E Advisor is aware of and adheres to MSH procurement integrity standards in all activities. The position may require domestic travel up to 25% of the time. The advisor has a dual responsibility in capacity building and M&E.

Qualifications:
• A minimum of a master’s degree in public health, business administration, statistics, demography or related field, or equivalent experience in monitoring and evaluation.
• A minimum of five years senior-level experience in monitoring and evaluation of large donor-funded health programs, including experience working under PEPFAR guidelines for reporting. Tanzania experience preferred.
• At least five years of experience in providing organizational development technical assistance in the public and/or private sector in Tanzania.
• Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries.
• Strong skill set in management and leadership development improvements in developing countries and crafting organizational development capacity building plans and technical assistance approaches and tools.
• Experience interacting with government institutions/agencies and USG donors is preferred.
