Job Summary:
Management of the Technical Services Department to ensure that asset management policies and programs are developed and implemented efficiently and effectively, as well as the development of policies and procedures to assist RAHCO in the design, development and management of railway infrastructure expansion and disaster recovery projects.
Key Duties and Responsibilities
Oversee the establishment and development of the Technical Services Department as per the planned structure for RAHCO
Develop and maintain a suitable procedural framework for all operations of the Technical Services Department
• Manage and direct the allocation of resources (financial, physical and human) to the. Technical Services Department
Monitoring compliance of the Concession Operator in regard to maintenance of the concessioned assets
Maintain records that will ensure a logical development of RAHCO Asset Management Plan
Develop, oversee implementation and monitoring of railway infrastructure development projects
The establishment of contingency plans for the restoration and protection of railway infrastructure following serious climatically induced damage
The maintenance of a comprehensive infrastructure assets register
Ensure staffs are competent and motivated
Requirements:
Key Qualifications and Experience:
Professional engineering qualifications, to post graduate level, in mechanical, civil, electrical or Signals and Telecommunications engineering and/or asset management
Registered with Engineers Registration Board
An understanding, developed through experience or otherwise, of the governance processes of a restructured state-owned public utility
Demonstrated capacity to lead and direct a team of professional, technical and clerical staff
Demonstrated skills and experience in infrastructure project design, evaluation and management
Experience
Minimum of ten years experience in heading and managing a technical department with at least 5 years at senior management level involving complex problem solving and decision making
Ability to successfully negotiate at senior government level and to conclude agreements with government ministers, secretaries and multilateral donor agencies.
Verbal, listening and written communications skills in English and Kiswahili sufficient to communicate effectively with representatives of all National agencies, the Concession Operator, international donor agencies and professional colleagues.
Additional Skills
Detailed knowledge and understanding of continuous improvement and best practice within the rail sector
Experience with, or exposure to, railway engineering and technical operations and management.
Age Limit: Not above 55 years.
