Responsibilities
Under the direction of the Registrar of the International Criminal Tribunal for Rwanda, the incumbent will be responsible for the following duties:

1. General Administration
Analyze and manage internal memoranda, briefing, material and incoming correspondence and documentation requiring the Registrar’s attention and take appropriate action and ensure necessary follow-up. Draft replies for the signature of the Registrar, including responses to policy questions and to queries on the mandate of the Tribunal.

Analyze the information provided and make recommendations to the Registrar on actions to be taken by ICTR.

Canvass senior staff for their input regarding incoming requests and compile a summary of their views/comments

Serve as the principal focal point for all communications addressed to the Office of the Registrar and review all documentation, correspondence, letters, requests for information.

Coordinate and participate in advisory meetings of the Executive Secretariat as well as all other meetings i.e. legal, administrative or management.

Prepare written and verbal briefing for the Registrar on a variety of issues.

Supervise support staff in the immediate office of the Registrar and assist the OIC in the day-to-day management of the Registry in the absence of the Registrar.

Provide advice to the Registrar’s external and internal meetings and ensure follow up to any actions decided on during such meetings.

In the Registrar’s absence represent the views of the Registrar on executive level matters to the various organs of the Tribunal.

Undertake special projects as directed by the Registrar.

Represents the Registrar as directed by him.

Exercise all other functions as instructed by the Registrar.

2. Policy and Planning Duties
Advise senior management on budgeting, financial, human resources and general administration and management information issues and practices.

Produce major/complex reports for management.

Participate, on behalf of the Registrar, in task forces of the Tribunal on human resources and administrative matters, including the implementation of the information management system.

Review all policy positions under consideration by the Registrar for soundness and consistency of approach.

Review all new policies and analyze their impact on the operation and administration of the Tribunal.

Provide policy, political and area expertise to the Registrar.

Develop, implement, supervise and maintain communication/coordination systems between the Registrar and the staff of the Registry.

Contact/coordinate, in consultation with relevant ICTR officials, with Member States, UN Secretariat, specialized agencies, international organizations, and Non-governmental Organizations (NGO’s) on human rights issues and assist in developing diplomatic and political strategies aimed at facilitating the work of the ICTR.

3. Human Resources Management
Take the lead in coordinating the full range of staff and human resource administration-related issues, ensuring departmental requirements are met. This involves overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resources issues; preparation of staffing projects and other ad hoc status reports on those issues.

Identify potential management reviews of high sensitivity and complexity. Define problems to be addressed in management reviews; direct the work of review teams through all stages.

Develop, establish and maintain a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.

4. Perform other duties assigned by the Registrar.

Managing performance: Ability to provide direction to colleagues at various levels, accountability and decision-making authority; makes sure that roles, responsibility and reporting lines are clear to each staff member. Proven ability to provide sound advice.

Judgment/decision-making: Discretion and sound judgment, in resolving complex and/or sensitive issues, which are typically broad in scope, demonstrated ability to effectively and fully evaluate a situation or problem and propose an appropriate course of action.

Planning and organization: Demonstrated planning and organizational skills and ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.

Accountability: supports subordinates, provides oversight and takes responsibility to delegated assignments.

Communication: Excellent communication (spoken, written, presentation) skills including ability to defend difficult issues and positions, proven analytical skills and ability to prepare reports with sound rationale, demonstrate openness in sharing information.

Education
Advanced university degree in Law or International Relations. A first degree combined with advanced training and/or relevant experience could substitute for the advanced university degree.

Work Experience
At least 10 years experience in advising senior officials and/or ministers in a National Government, in a member state’s diplomatic corp, or in a multilateral organization. Knowledge of the functioning of the Tribunal and the activities of the Registrar’s Office and of the Registry would be an asset.

Other skills
Knowledge of the Statute of the Tribunal, Rules of Procedure and Evidence and Detention Rules.

Languages
English and French are the working Languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, Fluency in oral and written English and French is required.

Assessment Method
Candidates will be assessed based on eligibility criteria and competency-based interview.
