The United Nations Children Fund (UNICEF) Tanzania,
is seeking the interest of qualified and highly experienced National Individual
Consultant to perform the assignment of Children’s Agenda Annual Review Meeting
& 2012 Annual Report.

STATEMENT OF WORK
BACKGROUND
The Children’s Agenda (CA) is an initiative by
children’s organizations, the Ministry of Community, Development, Gender and
Children (MCDGC) and Baraza la Watoto to mobilize national leaders and key
decision-makers to address and prioritize child rights issues. The agenda
focuses on advocating for the Government of Tanzania to increase resources for
children and to include children’s issues in its planning and budgeting at both
the district and national level. The CA is an advocacy group which seeks to raise
awareness on child rights issues in the public domain and influence key
decision makers to prioritize and invest in child rights issues in the country.
In consultation with children, MCDGC and CA members, the Top Ten Investments
areas were formulated, which form the core of the CA strategy calling for
increased investment and resource allocation for children. 
They are:
  1. Invest to Save the Lives of Children and Women
  2. Invest in Good Nutrition
  3. Invest in Better Hygiene, Sanitation and Water
    Supply in Schools and Health Facilities
  4. Invest in Early Childhood Development
  5. Invest in Quality Education for all Children
  6. Invest to Make Schools Safe
  7. Invest to Prevent HIV and AIDS in Infants and
    Adolescent Girls
  8. Invest to Reduce Teenage Pregnancy
  9. Invest to Protect Children from Violence,
    Abuse, Exploitation
  10. Invest in Children with Disabilities
The key goals of the Children’s Agenda 2012-2015
strategy is to influence policies and budget allocation through advocacy for
increased resources and commitment to children, and to ensure children’s rights
feature strongly in the 2015 national and local elections. The CA is chaired by
MCDGC with the Deputy Chair occupied by an elected member from civil society.
UNICEF Tanzania supports the secretariat of the Children’s Agenda. The CA was
officially launched by the Deputy Minister of MCDGC in June 2010. The CA
currently has more than 30 leading CSOs, both national and international – and
the numbers continue to grow.
To capture the progress made with the CA in
implementing its strategy, UNICEF Tanzania is seeking the services of a
consultant to facilitate the CA end-year review meeting, assist in refining its
strategic plan 2012-2015 accordingly and produce the first CA annual report
covering the period from its inauguration in November 2009 to December 2012.
SCOPE OF WORK
The consultant would be required to coordinate the
following activities in order to ensure smooth and successful implementation:
CHILDREN’S AGENDA ANNUAL REVIEW MEETING
The Children’s Agenda Annual Review Meeting (TBC
30-31 January 2013) will provide an opportunity to 1) take stock on progress
made and achievements, 2) identify good practices (lessons learnt) and
challenges in implementing the CA strategic plan, 3) provide recommendations on
next steps to scale up awareness and implementation of the CA strategic plan
activities as well as revise the CA strategy 2012-2015 accordingly
  Design a
process for facilitating the workshop to generate agreed outputs
  Develop
the meeting’s agenda in collaboration with UNICEF Tanzania
  Facilitate
the two-day meeting
  Document
the CA achievements to date (Dec 2012), challenges and lessons learnt and
prepare an edited meeting report (approx.10 pages)
  Refine the
CA strategic plan 2012-2015 based on the discussions and recommendations from
the CA annual review
CHILDREN’S AGENDA 2012 ANNUAL REPORT The first
Children’s Agenda’s annual report will be an important publication to showcase
the activities of the CA members from its inauguration in November 2009 to
December 2012. The report, to be published in English, will be used for
outreach and advocacy purposes and will be shared with CA’s stakeholders
including children
  Interview
relevant CA members including children for the annual report content and also
gather quality quotes
  Research,
write and edit a 15-20 page text for the Children’s Agenda 2012 Annual Report
  Compile
and select quality (high resolution) photos from the CA members to be included
in the report

DESIRED BACKGROUND AND EXPERIENCE
  Excellent
spoken and written English and Kiswahili
  Proven
experience to produce effective advocacy/communication materials (8 to 10 years
of professional experience)
  Strong
analytical and synthesis skills
  Good
communication, presentation and facilitation skills.
  Advanced
university degree in social sciences (e.g. political sciences, economics,
etc.), communication, or relevant related discipline.
REMUNERATION & PAYMENT TERMS
Please note that the normal practice is for UNICEF
to pay against deliverables. In this particular case, there will be one payment
as follows: 100% upon submission of Children’s Agenda Annual Review Meeting and
Children’s Agenda 2012 Annual Report
