Background
Tanzania is considered one of the countries,
vulnerable to climate related disasters, which include periods of drought and
floods in some parts of the country (tropical hazards; vulnerable to flooding
on the central plateau during the rainy season) and sudden outbreaks of
diseases. Tanzania is one of the 20 African countries that have implemented the
Africa Adaptation Programme (AAP) supporting Integrated and Comprehensive
Approaches to Climate Change Adaptation in Africa. Under this broad programme
Tanzania has been implementing projects that aim at laying a foundation for the
country to strengthen the capacity to address the impacts of climate change.
AAP programme seeks to mainstream CCA mechanisms in Tanzania’s policy,
development and investment frameworks. Mainstreaming Climate Change Adaptation
in the National Sectoral Policies of Tanzania is the basis of the programme.
The Programme is being supported by the Government
of Japan through UNDP country offices. The Project is being implemented by
eight (8) Implementing Partners (IPs) namely; the Vice President’s
Office-Division of Environment, Department of Environment in the First Vice
President’s Office – Zanzibar, Ministry of Finance, Ministry of Education and
Vocational Training, Ministry of Community Development, Women and Children,
National Environmental Management Council (NEMC), Tanzania Meteorological
Agency (TMA) and the Institute of Resource Assessment (IRA) from the University
of Dar es salaam.
The key focus of the programme implementation in
Tanzania is to lay foundation for:
  • Dynamic, long-term planning mechanisms to cope
    with the inherent uncertainties of climate change introduced
  • Leadership and institutional frameworks to
    manage climate change risks and opportunities in an integrated manner at
    the local and national levels strengthened.
  • Climate-resilient policies and measures
    implemented in priority sectors.
  • Financing options to meet national adaptation
    costs expanded at the local, national, sub-regional and regional levels.
  • Knowledge on adjusting national development
    processes to fully incorporate climate change risks and opportunities
    generated and shared across all levels.
Duties and Responsibilities
The lead consultant will evaluate Africa Adaptation
Programme implementation in Tanzania using the following criteria:
relevance, effectiveness, efficiency, timeliness, and sustainability. The final
evaluation will focus on the following aspects: A) project objective/outputs;
B) processes; C) sustainability of results; D) monitoring and evaluation; and
E) conclusions and lessons learned.
During the course of the envisaged contract, the
lead consultant will be responsible for the following deliverables: 
Objective, Output, Activities
  • Assess effectiveness and efficiency of the
    project activities
  • Determine progress in the achievement of
    outcomes/outputs, measured against the baselines and indicators set at the
    outset of the project.

Institutional arrangement
  • Evaluate the level of effectiveness of
    formulation and implementation stages of the project
  • Determine the intensity of consultation
    processes between and among the implementing partners.
  • Assess level of technical support by global
    and regional teams during formulation and implementation of the project
  • Assess level of capacity building initiatives
  • Analyze the assumptions and risks of the
    project as forecasted in project document
  • Identify any project related complementary
    activities
Partnerships
  • Lead assessment of national level involvement
    and perception of partners
  • Lead assessment of local partnerships and
    their involvement
  • Lead assessment of collaboration between
    government, non-governmental organisations, the private sector, and
    regional/international organisations
Processes and Administration
  • Review project administration procedures
  • Assess changes in Milestones (log-frame
    matrix, RRF)
  • Analyse key decisions and outputs
  • Evaluate level of project oversight and active
    engagement by UNDP and the project steering committee
  • Assess the effectiveness of coordination
    between UNDP and Vice President’s Office department of environment
Disbursements
  • Give an overview of actual spending against
    budget expectations
  • Analyse disbursements to determine if funds
    have been applied effectively and efficiently
Budget procedures
  • Measure the level of effectiveness of project
    document to provide adequate guidance on how to allocate the budget
  • Assess audits and any issues raised in audit
    and subsequent adjustments to accommodate review recommendations
  • Review budget revisions and provide an opinion
    on the appropriateness and relevancy of such revisions

Coordination mechanisms
  • Assess appropriateness and efficiency of
    coordinating mechanisms and approaches between implementing partners and
    oversight bodies
  • Propose improved coordination mechanisms and
    approaches
  • Propose mechanism for sustainability of
    results
  • Evaluate AAP’s strategy to promote the
    sustainability/replicability of results
  • Identify evidence showing that the
    results/lessons of AAP have been replicated to other
    regions/countries/communities
  • Analyse risks to ensuring sustainability of
    the project outcomes and results (i.e. country ownership, financial,
    institutional capacity)

Monitoring and Evaluation
  • Identify problems/constraints, which impacted
    on successful delivery of the project identified at the project design
    stage and subsequently as part of the Mid-Term Review (MTR)
  • Identify threats/risks to project success that
    emerged during implementation and strategies implemented to overcome these
    threats/risks
  • Analyse impact of MTR recommendations
  • Assess the Monitoring & Evaluation systems
    and plans, whether they were well designed, implemented and budgeted ,and
    their contribution to the compulsory quarterly and annual reporting
    processes at the national and regional levels
  • Assess the extent, appropriateness and
    effectiveness of adaptive management at all levels of the project
    implementation

  • Assess substantive reports (e.g. risk
    assessment, progress reports of certain adaptation measures, lessons
    learned documents)

Required Skills and Experience
Education:
  • Potential consultants must have at least
    Masters Degree or equivalent in environment and natural resources
    management, environmental economics or natural sciences with experience in
    research, project planning, implementation, Monitoring and Evaluation
    coupled with vast knowledge and experience in Institution building.
Experience:
  • The team leader should have at least 10 years’
    experience in the implementation of climate change adaptation / community
    livelihood or development projects;
  • Broad knowledge of climate change adaptation
    and mitigation in Africa (particularly Eastern or Southern Africa),
    especially on community based management approaches, and the best ways to
    improve livelihoods from these approaches.
  • Demonstrated strong knowledge of Monitoring
    and Evaluation methods for development projects; knowledge of UNDP’s
    results-based management orientation and practices;
  • Demonstrated experience with implementation
    and/or evaluation of capacity-building efforts in developing countries,
    ideally in the area of forestry and/community based natural resources
    management.
Language Requirements:
  • Fluency in written and spoken English language
    is a must.
