DAI Chief of Party Job Vacancy in Tanzania


Job Title: Chief of Party, Strengthening Somalia’s National Parliament Project,
East Africa

DAI seeks a Chief of Party for an anticipated four-year USAID-funded project in
Somalia to support recent democratic gains by improving the capacities of
Somalia’s key government institutions to perform their functions effectively,
including rebuilding the institutions of the state, implementing the new
constitution, and begin delivering services to citizens. The project will
promote good governance and inclusive political process through support to
parliament, regional assemblies, and local deliberative bodies. The project
shall assist the Somalia Parliament in learning and applying their new roles
and responsibilities, implementing the constitution, developing and passing
critical laws for an essentially new nation, and preparing the legislature and
the country for the transition to popular elections planned in 2016. The Chief
of Party position will be based in East Africa, with extensive travel
throughout Somalia, Puntland and Hargeisa.

Responsibilities
The COP will be responsible for overall management and technical leadership on
the CVC project. S/he will oversee the development and implementation of work
plans, operational budgets and performance management plans; coordination with
USAID, government officials, and other key donors, partner organizations and
stakeholders; and ensure achievement of project results and deliverables. The
COP will supervise key project staff and ensure compliance with USAID rules and
regulations and DAI policies.

Required Qualifications:
At least 10 years managing projects of similar scale, scope, and technical
focus, with at least 5 of those years in a fragile state context;
A master’s degree in a relevant field (or, alternately, a bachelor’s degree in
a relevant field and 15 years of relevant experience);
A demonstrable track record of achieving results in the projects s/he managed;
Demonstrable experience managing and motivating a culturally diverse workforce;
Excellent oral and written English communications skills;
Fluency in English required; Somali language skills highly desired;
Previous management experience implementing legislative strengthening and/or
governance programs, preferably on USAID funded projects in the region;
Demonstrated ability to work and coordinate effectively with a wide variety of
stakeholders, including national and local government representatives, local
stakeholders, donors, community-based organizations, project partners and
staff; and
Prior experience as a Chief of Party on a USAID-funded program of similar size
and scope is strongly preferred.
