OBJECTIVES
OF THE PROGRAMME :

Within the Country Management Support Unit (CSU), to provide direct support and
services to the WHO Country Office in the area of workplan management and
budgeting functions.

Country Management
Support Units (CSU) have been established in the organisational structure to
provide support for Managers and staff to fully assume their responsibilities
in the GSM environment and to ensure compliance with organizational policies,
procedures, rules and regulations on all administrative and financial matters
and transactions in the context of an enterprise resource Planning (ERP)
system.

Description
of duties:

Under the direct supervision of the Operations Officer, the incumbent performs
the CSU functions as they relate to programme planning, management and
monitoring. The incumbent will have constant interaction with the Planning and
Budgeting Management Regional Team and Cluster Client Services within the
budget centre (s) concerned, consult and interact with other team members
within the Regional Office Management Support Unit (RSU), Inter-country Support
Units (ISU), Country Management Support Units (CSU), the Headquarters and the
Global Service Center.

  • Input/update
    workplans including planned costs in GSM;
  • Initiate
    setting up of HR plans, identify and include positions in HR plans, update
    position parameters and submit for approval;
  • Initiate
    mapping of positions to task and awards;
  • Complete
    Award Activation, Distribution and Amendment requests;
  • Raise
    or revise workplan funding requests;
  • Develop/revise
    award budgets ;
  • Monitor
    expenditures against award budgets, project funding, award distributions
    and PB allocations;
  • Identify
    and process necessary revisions to expenditures, award budgets and project
    funding;
  • Monitor
    and review staff costs in occupied and vacant positions;
  • Follow
    up on cancellation of encumbrances in relation to travel costs and
    procurement of goods and services (refer to accounting instruction 45);
  • Perform
    budget analysis and produce budget and award reports;
  • Contribute
    to the reporting on performance assessment.
  • Supervise
    and train two or more staff members providing program/budgetary and
    finance assistance and evaluate their work as necessary
  • Perform
    other duties as may be required.

REQUIRED
QUALIFICATIONS
·        
Education: Essential: University degree in
Finance, Management Accountancy or Business Administration. Post Graduate
degree in Finance or Accounting Management.
·        
Desirable: Membership of professional
accounting bodies e.g. C.A.
·        
Skills: Excellent knowledge of
Microsoft applications (e.g. Excel, Word, PowerPoint, etc) with an emphasis on
Excel or a similar workbook application.
·        
Experience: Essential: At least 2 years of
professional experience with an emphasis on programme management and/or budget
and financial monitoring.
·        
Desirable: Good knowledge of programme
management and end-to-end business processes as designed in the Global
Management System; Experience in project management, ideally in the UN System
and/or a public health context; Good knowledge of GSM System or similar ERP
Systems;
·        
Languages: Excellent knowledge of
English with the ability to work in another UN language.
·
