Setting and
upholding policies and procedures
1. Review current policies and procedures related to the financial management system
to ensure compliance with donor and corporate requirements.
2. Oversee the continuous improvement of Accounting and Financial Processes and
the development of the team with the goal to achieve best practices and optimal
output.
3. Prepare periodic budgetary control statements to determine SCl’s financial
performance and suggest corrective action, if required.
Financial management
and reporting
1. Performs all financial planning, forecasting and reporting for SCL.
2. Oversee and coordinate financial management systems for the Dar es Salaam
and field offices.
3. Present monthly and year-to-date financials with accompanying analysis of
results for internal and external reports use as per Financial Manual and grant
agreements.
4. Work with the Senior Leadership Team to prepare SCL’s annual and multi-year
budgets.
5. Monitor cash flow and work closely with everyone to manage
shortfalls/surpluses
6. Oversee reimbursement processes in accordance with SCl’s established
financial system
7. Oversee the internal and external audit, review and analyze results and
recommend for approval the Audited Financial Statements.
Donor Requirements
and Compliance
1. Implement a grant tracking/monitoring system and monitor grant expenditures
in order to identify any irregularities.
2. Spearheads proactive communication with external (donor) or internal
(contracts or prograrns) members with regard to donor compliance requirements,
expenditures, and potential irregularities
3. Manages all sub-grants, ensuring compliance and reporting of the sub –
awardee
Tax Compliance
1. Ensure organizational compliance with Tanzanian tax laws
Staff Management
1. Manage financial staff ensure teamwork and delivery of results.
2. Coordinate financial management by assisting strong links between Accounting,
Finance and Operations teams while setting Finance priorities, goals and work
plans.
Qualifications &
Experience
1. CPA required; MBA preferred
2. Minimum of 8 years experience with at least 3 years in a senior position
3. Excellent knowledge of Excel, Access and PowerPoint required, familiarity
with PASTEL required, or similar finance and accounting software preferred
4. Knowledge of key donor reporting requirements (USAID,DFID, EU, World Bank)

5. Excellent verbal, analytical, organizational and written skills
6. Ability to mentor and coach the finance team
