Project/Proposal Summary:
The project will provide strategic planning and technical assistance focused on the monitoring and evaluation of a U.S. global hunger initiative in Tanzania being implemented in collaboration with on-going Government of Tanzania efforts. Tasks will include performance monitoring, baseline studies, needs assessments, impact evaluations and related studies.

Position Summary:
The Chief of Party will provide overall direction and management guidance to this effort, supervise a staff that provides direct technical assistance to a range of stakeholders, manages a web-based reporting system for over 50 performance indicators, provides training in monitoring and evaluation, and works with local institutions to transfer these capacities to them on a sustainable basis. Technical expertise in these areas a well as experience managing an M&E support services effort is required. Experience with program that focus on the agriculture and the nexus between agriculture, nutrition and poverty is needed.

Responsibilities:
• Lead program implementation and oversee all technical, financial and managerial decisions;
• Produce deliverables related to development results reporting and analysis, data collection, evaluation, and reporting;
• Provide technical guidance in monitoring and evaluation as well as agriculture, nutrition and/or poverty;
• Recruit and supervise a team of local staff as well as short-term consultants as needed;
• Represent MSI in meetings with senior Mission and Embassy officials;
• Ensure quality oversight of all services rendered for the project.

Qualifications:
• Demonstrated technical expertise in monitoring and evaluation, including experience in performance monitoring, baseline studies, needs assessments, and impact evaluations;
• Prior experience managing international donor funded projects, preferably as Chief of Party of USAID funded programs; Deputy Chief of Party or component manager experience may be considered;
• Substantial experience with training and capacity building for local institutions;
• Secondary technical expertise in agriculture, nutrition and/or poverty desired.
