STAR E is a 5-year USAID supported District Based HIWTB Project focusing on the prevention, care, and treatment of HIV/TB in health facilities and communities, headquartered in Mbale but with activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Pallisa and Sironko districts.
SURE (Securing Ugandan’s Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.
MSH now invites applications from suitably qualified candidates for the following positions in the STAR E and SURE projects:
1. Cost Share Compliance Officer – located in Mbale – STAR E Project
Overall Responsibilities:
• Liaises with Program staff to explore cost share opportunities with STAR E third parties
• Preparation of proper auditable documentation for match/cost share contributions in accordance with applicable USAID regulations and Generally Accepted Auditing Standards
• Review of match reported by partner NGOs and CBOs for STAR-E project to ensure that the contributions are acceptable and are in compliance with the applicable USAID regulations and Generally Accepted (Accounting and Auditing) Standards
• Establishing and maintaining “cost share tracking system” for the cost share reported/capture by partner organizations, and IPs in STAR-E project
• Capacity building of partners on relevant USAID regulations and other match requirement
Job requirement
Qualifications:
1) Degree in Accounting, Business Administration or equivalent,
2) At least three years work experience in Finance/Accounting with reputable organizations. Knowledge of USAID rules and regulations will be an added advantage,
3) Strong analytical, documentation, auditing and problem-solving skills
4) Excellent interpersonal and communication skills and proven ability to work effectively with a diverse set of senior managers, government officials, partners, community and STAR-E field staff
5) Demonstrated computer and communication skills, and fluency in other local languages is added value.
