Under the guidance
and direct supervision of the Senior Economist, the Associate Economists’
principal function involves supporting the Strategic Planning
Unit (SPU).  SPU keeps abreast of macroeconomic issues and
development programmes in the country, with a view to initiating policy
dialogue, policy development and advocacy activities for poverty eradication
and sustainable human development.

The Associate will
also contribute to the advocacy, monitoring of MDG progress. He/She will also
be involved in backstopping initiatives and programmes in poverty eradication
and assisting in administrative and financial management.

Duties
and Responsibilities
Summary of key
functions:
  • Contribute to policy advocacy and
    dialogue for poverty eradication with Government.
  • Backstopping programme activities.
  • Follow-up on global and regional
    conferences.
  • Aid Co-ordination.
  • Administrative and financial support
    to SPU managed projects.
1.   
Contribute to policy advocacy for poverty eradication with Government and other
stakeholders. Focusing on achievement of the following results:
  • Support to the PEAP/PRSP process.
  • Review of policy documents.
  • Drafting of UNDP advocacy and
    policy reports such as the NHDR.
2.    
Backstopping programme activities: Contribute to programme formulation and
design focusing on achievement of the following results:
  • Advice on possible areas for UNDP
    Support and/or adjustment of on going programmes to ensure UNDP programmes
    are in line with national policies and priorities.
  • Participate in programme meetings.
  • Contribute to the preparation of
    CCA, UNDAF,CPD, CPAP processes.
3.  
 Follow-up on global and regional initiatives: Assist with the follow-up
of UNDP supported conferences focusing on achievement of the following results:
  • Supports the preparation and
    launch of the NHDR.
  • Assists the process of launching
    Global Reports such as the GHDR, UNCTAD’s & World Investments Reports.
  •  Responding to information
    and technical requests from UNDP HQ.
4.   
Provides administrative support to projects implementation focusing on
achievement of the following results:
  • Review of NEX projects Financial
    Reports; preparation of non-PO vouchers for development projects.
  • Maintenance of the internal
    expenditures control system which ensures that vouchers processed are
    matched and completed, transactions are correctly recorded and posted in
    Atlas.
  • Timely corrective actions on
    unposted vouchers, including the vouchers with budget check errors, match
    exceptions, unapproved vouchers.
  • Creation of requisitions in Atlas
    for development projects, register of goods receipt in Atlas.
  • Making budget check for
    requisitions, POs and vouchers. 
Impact of Results:
Enhance the UNDP
profile in Uganda, by carefully analyzing the programmes of UNDP and develop
appropriate communication strategies and formats. The incumbent will work
closely with the Senior Economist to ensure analytical work done within the
unit adds value to programme and advocacy work in the country office.

Required
Skills and Experience
Education:
  • Post Secondary Education,
    preferably with specialized certification in Economics, Public
    Administration, Accounting and Finance. University Degree in Business or
    Public Administration, Economics, Political Sciences and Social Sciences
    would be desirable.
Experience: 
  • 6 years experience in development
    work.
Language
Requirements:
  • Fluency in written and spoken
    English.
  • Knowledge of other UN
    languages is an added advantage.
