UR Uganda with support from the Embassy of the Kingdom of the Netherlands is
implementing a four years’ Integrated Seed Sector Development (ISSD) programme.
The programme aims to strengthen the development of a vibrant, pluralistic and
market-oriented seed sector that is able to address key challenges that hamper
the seed sector such as seed quality assurance and availability of foundation
seed.
In
collaboration with the government of Uganda, three field offices are hosted at
Abi (WestNile), Mbarara (Western Uganda

) and Ngetta (Northern Uganda) Zonal
Agricultural Research and Development Institute (ZARDI). Each center hosts an
Agribusiness Expert and a Seed Expert working with 10 farmer groups spread over
several districts strengthening their capacity to produce and market quality
seed of locally demanded crops and varieties and support them towards
developing commercially sustainable local seed businesses.

Job
Summary:
The
Agribusiness Advisor / Deputy Chief of Party will support management and in the
strategic orientation roles of the Chief of Party and on the other hand support
the agribusiness experts in the three zones in seed business development of
local seed businesses.
Key
Duties and Responsibilities: 
  • Offer
    overall program management support to the Chief of Party in developing a
    strong, coherent technical vision and initiate innovative strategies
    across the program and deputize the Chief of Party when required.
  • Provide
    project team leadership and supervision to agribusiness and seed experts
    that result in cohesive team with results orientation.
  • Implement
    management systems to successfully achieve performance and results targets
    within established budget parameters and critically reflect and recommend
    on local seed business development, public private partnerships and other
    innovations.
  • Assure
    that the program provides timely deliverables (including work plans,
    performance reports and accountabilities) to meet M&E and donor
    requirements.
  • Engage
    with all key stakeholders, including public and private sector officials,
    donor and development partners, to strengthen and build on the several
    seed sector interventions in the country and maintain seed ; sector
    related networks at zonal and national level.
  • Design
    and manage interventions that aim to build capacity of various
    institutions, private businesses, public organizations, and researchers
    across the two program components.
  • Work
    closely with the Chief of Party provide strategic j guidance on program
    development for future proofing the ISSD programme in Uganda
  • Provide
    technical and methodological support to the ISSD team on strengthening
    seed value chains and the role of quality seed in value chain development
    of selected crops.
Qualifications,
Skills and Experience: 
  • The
    applicant must have at least ten or more years of work experience
    implementing private sector-focused agriculture input market development
    projects is required
  • A
    minimum of five years’ experience in progressive management experience is
    required
  • The
    candidate must have attained a good Master’s degree in a relevant subject
    matter (e.g. economics, business, agriculture)
  • A
    strong theoretical and working knowledge of crop agriculture and knowledge
    of seed systems is desired
  • Demonstrated
    knowledge of, and experience in, farmer group business development and
    strengthening private sector participation in markets is essential
  • Demonstrated
    success in strengthening public organizations in agriculture sectors, such
    as agriculture research institutions and Ministries of Agriculture is
    desired
  • Excellent
    command of English and window packages is essential
  • Past
    work experience in Uganda and a good understanding of the agricultural
    context in Uganda required
  • Willingness
    to travel extensively within Uganda is required
