Contingent upon award of the contract, expertise will be required as outlined below.

Position Summary:
URC is currently soliciting applications for Finance and Administration Officer for a CDC District Health System Strengthening program in Malawi. The DHHS program aims to reduce overall population morbidity and mortality by increasing the effectiveness, sustainability, equity and efficiency of district-based planning, budgeting and implementation processes in selected districts, as well as supporting evidence-based prevention, care and treatment interventions at the facility level. The program will optimize health impact across multiple disease areas but with an emphasis on HIV, mother to child transmission of HIV, maternal and child health, and TB.

Roles and Responsibilities:
• Provide financial management and oversight to the project, taking responsibility for all aspects of budgeting processes, procurement, inventory, and forecasting, including reporting;
• Work with the PI to ensure efficient functioning of administrative and financial processes and maintain adequate internal control;
• Develop and maintain personnel and operational manuals compliant with URC policies and procedures and Malawi laws, policies, and customary labor practices;
• Ensure understanding and compliance among technical and support staff of administrative and financial processes as well as work with PI and M&E Officer on contract monitoring and reporting;
• Provide direction to continuous improvement of work planning and execution, office procedures and internal controls; and
• Maintain regular contact with CDC as needed, key counterparts and URC HQ staff.

Minimum Required Qualifications:
• Advanced degree in business administration, finance, or relevant field;
• Eight years of experience leading and managing the administrative and financial aspects, including human resources, procurement, budget development and accounting, of large-multi partner programs, or an equivalent combination of education and experience;
• Demonstrated expertise with CDC financial regulations and management systems;
• Demonstrated leadership and skill in building effective partnerships;
• Knowledge in subcontracting and sub recipient procedures as well as small grants management as it pertains to the overarching project;
• Proven success in team work with program and technical staff on a multi-site project; and
• Proficiency in relevant computer applications and databases.
