The Financial Management and Procurement Expert in
Malawi will demonstrate clear evidence of capabilities, expertise and

- Educational background in financial management
or accounting; - Relevant experience (preferably a minimum
of 5 years) in financial management and procurement. - Experience in the management and
monitoring of large grant funds and familiarity with DFID financial and
fund management policies and procedures would be preferred - Proven track record in project management and
delivery, and of working to deadlines and meeting targets. - Experience in working with partners in Malawi
particularly those engaged in rural sector development; - Ability to work with flexibility,
efficiency, enthusiasm, and diplomacy with proven experience of managing
stakeholder relationships; - Strong oral and written communication and
presentation skills in English, proficiency in local languages being an
advantage; - Ability to contribute to cross-team
working within a multi-functional international team, as well as with
implementing partners

Cardno has recently been shortlisted for the
DFID-funded Programme and Fund Management of AgriTT Programme. Cardno is
the lead firm of a highly experienced consortium including a local partner based
in Beijing, and an international partner with a permanent presence in
Beijing.

This programme is part of the “Working with China
to Accelerate Agricultural Technology Transfer to Low Income Countries
(AgriTT)” Programme, a joint initiative of DFID in China, Africa, and South
East Asia. This programme covers work to support technology transfer of
agricultural technologies between China, Uk and low-income countries in Africa
and Asia. The Impact of the AgriTT is to enhance food security in Low
income countries in Africa and Asia. The Outcome is to accelerate
agricultural technology from China and the UK to these countries (in this case
Uganda, Malawi and a country in South East Asia – possibly Myanmar)

During the implementation phase of the programme funds
will be managed in each of these countries. We are therefore looking for
an Expert to support the management of funds in Malawi through good financial
management and accounting practices combined with practical experience of
procurement processes, including supporting calls for proposals and
effective supplier management . The expert will facilitate the
provision of procurement support to implementing partners, overseeing the
engagement of technical advice and assistance where required.
