BiRD National Web Application/Website Developer and Trainer Job Vacancy in Blantyre, Malawi

The Bureau for Institutional Reform and Democracy
(BiRD) is looking for an experienced Web Application/Website Developer and
Trainer for a short-term mission within the 10th EDF Malawi Democratic
Governance Programme.
Programme: STRENTHENING OF ICT SKILLS IN THE
ELECTIONS MANAGEMENT SYSTEM
Starting period: late February 2013
Project duration: 20 w/d
Location: Malawi, mostly Blantyre
Deadline for submission of CVs: 01/02/2013
Description of the Mission Global objective
The global objective of the mission is to
contribute to result 2 of the Democratic Governance Programme: Enhanced
democratic accountability, human right observance and civil society empowerment
Specific objective(s)
The specific objectives of this mission are: To
design, develop and prepare learning materials as well as present targeted
training modules/seminar covering the fields of network administration,
database administration, web application development and website
development/maintenance with the aim of enhancing knowledge, skills and
attitudes of MEC staff.
National Web Application/Website Developer and
Trainer Profile required:
Qualifications and skills:
  University
degree in Computer Science or related field;
  Fluent in
English;
  Strong
analytical skills;
  Active
listening and teaching skills and excellent reporting skills;
  Hands on
experience in their areas of expertise
General professional experience:
  Minimum of
8 years of relevant professional experience;
  Proven
experience in hands on web application development.
Specific professional experience:
  Be able to
write programs in the following languages: VB.NET, ASP.NET, ASP.NET AJAX, SQL,
HTML, CSS (Cascading Style Sheets), LINQ (Language Integrated Query).
  Able to
work fluently in the following environments: SQL Server 2005, Windows 2003
Server, Visual Studio, Windows XP, .NET Framework 2.0 up to 3.5.
  Good
skills in Crystal Reports.
  Good
Database and networking skills.
  Knowledge
of Dot Net Nuke (DNN).
  Experience
in Interactive Websites to enable registered voters to query the MEC database
for their voter details.
  Experience
in an election environment in a developing country, preferably in Sub Saharan
Africa will be a distinct advantage.
